Pursuant to section 124(1)(d) of the Social Security Act 1964, the Minister for Social Development makes the following instrument.
I n s t r u m e n t
1. Title-This instrument is the Special Needs Grants Amendment 2013.
2. Commencement-This instrument comes into effect on 11 March 2013.
3. Principal programme-This instrument amends the Special Needs Grants Programme (as established and approved on 18 December 1998*) (the principal programme).
4. Clause 18 amended (Grants to Farmers, Orchardists etc.)-In clause 18.6, after "lesser", insert
", commencing on the earlier of:
(a) the date of the approval; or
(b) a date (if any) specified by the Minister for the purpose in the approval under clause 18.2 (not being a date prior to the declaration of adverse climatic event or natural disaster or biosecurity incursion made by the Minister for Primary Industries in respect of the Region, District, or area concerned)".

Explanatory Note
This note is not part of the instrument but is intended to indicate its general effect.
This instrument amends the Special Needs Grants Programme to allow rural assistance payments to be made for a period commencing on the date of the approval or a specified date not earlier than the date of the Minister for Primary Industries declaration of adverse climatic event, natural disaster, or biosecurity incursion in respect of the area concerned.
