Under the Reserves Act 1977, the Conservator for the Waikato Conservancy of the Department of Conservation appoints the Hamilton City Council to control and manage the reserve described in the Schedule for recreation purposes on condition that the reserve is managed so that, in a manner consistent with the Waikato River Treaty of Waitangi Claim Settlement, recreation and public access do not detract from the protective purposes of the reserve.
