The Plumbers, Gasfitters and Drainlayers Board ("the board"), under sections 142 and 143 of the Plumbers, Gasfitters, and Drainlayers Act 2006 ("the Act"), issues the following notice.
N o t i c e
1. Title-This notice is the Plumbers, Gasfitters and Drainlayers (Fees and Disciplinary Levy) Notice 2013.
2. Commencement-This notice comes into force on
17 January 2013.
3. Revocation-This notice revokes the Plumbers, Gasfitters and Drainlayers Board (Fees) Notice 2010* ("2010 notice") with effect from 1 April 2013.
4. Interpretation-(1) In this notice, unless the context otherwise requires:
licensing period means a period beginning on 1 April and finishing on 31 March the following year.
(2) Any term or expression defined in the Act that is used but not defined in this notice has the same meaning as in the Act.
5. Fees-(1) The board prescribes the fees set out in the Schedule.
(2) The fees are payable to the board at the time of application.
(3) All fees are inclusive of goods and services tax.
(4) The fee for an application for any of the matters set out in (a)-(e) is the annual fee required for each licensing period to which the application relates:
(a) practising licence
(b) exemption
(c) exemption under supervision
(d) trainee limited certificate
(e) offences.
(5) The fee for all other matters, except those identified
in (4) above, is payable each time the person applies to purchase the relevant good or service.
6. Disciplinary levy-(1) The board imposes the disciplinary levy set out in the Schedule.
(2) The disciplinary levy is payable to the board annually on application for a practising licence.
(3) The disciplinary levy is inclusive of goods and services tax.
7. Applicable fees and disciplinary levy-(1) The fees for an application which relates to the period from 1 April 2013 onwards are the fees set out in this notice and apply irrespective of when the application is made.
(2) The fees for an application which relates to the period ending on 31 March 2013 are the fees set out in the 2010 notice.
(3) The disciplinary levy for an application which relates to the period from 1 April 2013 onwards is the disciplinary levy set out in this notice and applies irrespective of when the application is made.
(4) The disciplinary levy for an application which relates to the period ending on 31 March 2013 is the disciplinary levy set out in the 2010 notice.
8. Waiver or refund of fees and disciplinary levy-The board may provide a waiver or refund, in part or whole, of any fee or levy.
Schedule
(1) Registration-An individual who applies to be registered must pay the relevant fee(s):

(5) Exemption under supervision application-An individual who applies for an exemption under supervision must pay the relevant fee(s):

Explanatory Note
This note is not part of the notice and has been included to explain its general effect.
Under section 142 of the Act, the board may prescribe fees payable in respect of certain matters. The board may also impose a disciplinary levy on all registered persons under section 143 of the Act.
This notice sets out the fees and disciplinary levy payable to the board. The notice follows a review, carried out in 2012, of board fees and the disciplinary levy, which included sector consultation.
The fees and disciplinary levy set in this notice apply from
1 April 2013, or in respect of any application which relates to the period from 1 April 2013 onwards irrespective of when the application is made. The fees and disciplinary levy set in the 2010 notice apply to any application which relates to the period ending on 31 March 2013. The fee for a copy of an archived paper gas certificate applies from 1 July 2013 onwards.
This notice revokes the 2010 notice with effect from 1 April 2013.
