Consultation on proposed ACC levy rates

ACC provides no-fault personal injury cover and injury prevention programmes for all
New Zealand residents and visitors to New Zealand.
The money to fund these services comes from levies on peoples’ earnings, employers, petrol and fees from vehicle licensing, as well as the Government.
Before the levies are set each year, ACC gives businesses, communities and individuals throughout New Zealand an opportunity to provide feedback on the proposed changes.
Submissions close at 5.00pm on 23 October 2012. Once we have considered the feedback, recommendations will be made to the Minister for ACC who will make the final decision.
What are the proposed levies?

* Self-employed and non-PAYE shareholders also pay the non-work claims levy.
^ These are average rates. Individual rates for industry groups and motor vehicle classes may increase or decrease.
Levy consultation discussion documents
The levy proposals are detailed in three documents, one each for:
- work levies - which are paid by employers, self-employed people and private domestic workers and fund cover for work-related injuries
- earners’ levies - which are paid by everyone in the paid workforce and fund cover for non-work-related injuries
- motor vehicle levies - which are paid by all motorists and fund cover for injuries involving moving motor vehicles on public roads.
These consultation documents also provide proposals for changes relating to:
- work levy classification units and levy risk groups
- workplace safety incentive programmes
- the Partnership Programme
- the motor vehicle classification structure for goods service vehicles
- removing the exemption for trade plates
- introducing a safety incentive programme for motor vehicle fleet owners
- minimum and maximum liable earnings limits (for work and earners’ levies)
