Notification of Proposal to Make Ordinary Rules

In accordance with section 34(1)(a) of the Civil Aviation Act 1990, the Minister of Transport hereby gives notice of his intention to make the following ordinary Civil Aviation Rules:
CAR Part 108 Air Operator Security Programme
CAR Part 121 Air Operations - Large Aeroplanes
CAR Part 139 Aerodromes - Certification, Operation and Use
CAR Part 140 Aviation Security Service Organisations - Certification
CAR Part 172 Air Traffic Service Organisations - Certification
The purpose of this rule-making proposal is to improve protection from aviation security threats affecting the travelling public.
The proposal addresses strengthening flight deck barriers on aircraft of more than 30 passenger seats including those
that operate domestically; the establishment of security committees at airports that service regular air transport passenger services on aircraft of 19 or more passenger seats; enhancing the education and training for airline and airport staff; vehicle security identification systems; security controls for international transit operations; and operations under the Australia New Zealand Aviation (ANZA) Mutual Recognition Principle.
