1. Pursuant to section 38(3)(b) of the Electricity Industry Act 2010, the Electricity Authority ("Authority") gives notice of the making of the Electricity Industry Participation (HVDC Link Pole 3 Standing Data) Code Amendment 2012.
2. The amendment comes into force on 1 November 2012.
3. The amendment provides for Pole 3 to be modelled in the market systems during its commissioning by:
(a) amending clause 13.30 of the Electricity Industry Participation Code 2010 ("Code") to require the HVDC owner to provide the system operator with the direction of any transfer limit, a minimum transfer limit, and a maximum transfer limit in relation to Pole 3 of the HVDC link, if the configuration of the HVDC link is:
(i) Pole 3 and Pole 2 bipole round power; or
(ii) Pole 3 and Pole 2 bipole not round power;
(b) amending clause 13.58A of the Code to require
the system operator to include the direction of
any transfer limit, and any minimum or maximum transfer limits on Pole 3 as inputs for the
price-responsive schedule and the non-response schedule; and
(c) amending Schedule 13.3 of the Code to require
the system operator to include the direction of
any transfer limit, and any minimum or maximum transfer limits on Pole 3 as inputs for the dispatch schedule and schedule of prices.
