Pursuant to clause 6.1 of Land Transport Rule: Setting of Speed Limits 2003 and a delegation from the NZ Transport Agency, I, Glenn Bunting, Network Manager, approve a variable speed limit at the rural intersections listed in Schedule 1 in accordance with the conditions set out in this notice.
Conditions
1. Variable Speed Limit
The road controlling authorities listed in Schedule 1 may set a variable speed limit of 70km/h on a road with a permanent speed limit of 100km/h to manage the hazard caused by crossing or turning vehicles at the intersections listed in Schedule 1.
2. Length of variable speed limit
The variable speed limit on the main road must be a minimum length of 300 metres, unless this condition is impractical, but should not be longer than 500 metres.
3. Operation of the variable speed limit
The 70km/h speed limit may operate when a vehicle is detected approaching the intersection on the side road or turning right on the main road and may continue to operate until those vehicles have cleared the intersection.
4. Signs
(a) At least one "Variable speed intersection warning" sign as described in the "Rural Intersection Active Warning Signs Trial" notice published in the New Zealand Gazette, 9 August 2012, No. 94, page 2599, must be installed on the main road on each approach to an intersection in Schedule 1, for which a variable speed limit has been set.
(b) R1-1, R1-1.1 or R1-3 signs that comply with Land Transport Rule: Traffic Control Devices 2004 must be installed at the end of the variable speed limit on each road that leaves an intersection in Schedule 1, for which a variable speed limit has been set.
5. Bylaw
A road controlling authority must set a variable speed limit for an intersection listed in Schedule 1 by making a bylaw in accordance with Land Transport Rule: Setting of Speed Limits 2003.
