Direction Under Section 77B of the Civil Aviation Act 1990

Pursuant to section 77B(1) of the Civil Aviation Act
1990 and in accordance with section 77B(1)(b)(ii) of the Civil Aviation Act 1990, I, Graeme Harris, Director of Civil Aviation, hereby direct that the Aviation Security Service:
when carrying out its function of crew, passenger and carry-on baggage screening, pursuant to section 80(a)
of the Civil Aviation Act 1990, and Civil Aviation
Rule Part 140, and when acting pursuant to any other Direction issued under section 77B(1) of the Civil Aviation Act 1990
shall screen and undertake reasonable searches for items and substances contained in the list below:
(a) Guns, firearms and other devices that discharge projectiles designed to cause serious injury by discharging a projectile, or capable of being mistaken for such devices, including:
- firearms of all types, including pistols, revolvers, rifles, shotguns.
- toy guns, replicas and imitation firearms capable of being mistaken for real weapons.
- component parts of firearms (excluding telescopic sights).
- compressed air and CO2 guns, including pistols, pellet guns, rifles and ball bearing guns.
- signal flare pistols and start pistols.
- bows, crossbows and arrows.
- harpoon guns and spear guns.
- slingshots and catapults.
(b) Stunning devices designed specifically to stun or immobilize, including:
- devices for shocking, such a stun guns, (eg tasers) and stun batons.
- animal stunners and animal killers.
- disabling and incapacitating chemicals, gases and sprays, such as mace, pepper or capsicum spray, tear gas, acid sprays and animal repellent sprays.
(c) Objects with sharp points or sharp edges capable of being used to cause serious injury, including:
- items designed for chopping, such as axes, hatchets and cleavers.
- ice axes and ice picks.
- razor blades, box cutters.
- knives with blades of more than 6cm.
- scissors with blades of more than 6cm as measured from the fulcrum.
- martial arts equipment with sharp points or sharp edges.
- swords and sabres.
(d) Workers’ tools capable of being used to cause serious injury or to threaten the safety of aircraft, including:
- crowbars.
- drills, drill bits in excess of 6cm, and cordless portable power drills.
- tools with blades or shafts more than 6cm capable of being used as weapons such as screwdrivers and chisels.
- saws including cordless power saws.
- blow torches.
- bolt guns and nail guns.
(e) Blunt instruments capable of being used to cause serious injury when used to hit, including:
- baseball, softball and cricket bats.
- didgeridoos.
- clubs and batons, including billy clubs, blackjacks and nightsticks.
- martial arts equipment.
(f) Explosives and incendiary substances and devices capable of being used to cause serious injury or threatening the safety of aircraft, including:
- ammunition.
- blasting caps.
- detonators and fuses.
- replica or imitation explosive devices.
- mines, grenades and other explosive military stores.
- pyrotechnics, including fireworks.
- smoke generating canisters or cartridges.
- dynamite, gunpowder and plastic explosives.
This Direction is available for inspection at the Civil Aviation Authority of New Zealand, Level 15, 55 Featherston Street, Wellington, and may be downloaded from the CAA website

This Direction shall take effect on 1 August 2012.
This Direction replaced the previous Direction dated at Petone on the 23rd day of September 2005* which is hereby rescinded on the effective date of this Direction.
