Major Events Management Act 2007

Notice declaring the clean zone, clean transport routes and clean periods for Otago Stadium during the Rugby World Cup 2011, and amending the previous declaration of clean zones, clean transport routes and clean periods for other Rugby World Cup 2011 venues
Pursuant to section 16(1) of the Major Events Management Act 2007 ("the Act"), the Minister for Economic Development gives the following notice:
1. Commencement and Purpose
This notice, which comes into force on the day of its notification in the New Zealand Gazette, declares the clean zone, clean transport routes, and clean periods pursuant to section 16 of the Act for Otago Stadium during the Rugby World Cup 2011, and amends the previous declarations of clean zones, clean transport routes and clean periods for other Rugby World Cup 2011 venues.
2. Clean zones, clean transport routes and clean periods
(1) The clean zone, clean transport routes and clean periods for Otago Stadium are set out in Schedule 1 to this notice.
(2) The clean zone described in Schedule 1 includes the land comprising the street or road which forms the border of the clean zone up to the boundary of any abutting land at the outside edge of the clean zone.
(3) The clean transport routes described in Schedule 1 include any land to which the public ordinarily has access up to a distance of 20 metres from the clean transport route.
3. Excluded land and buildings
For the avoidance of doubt, the clean zone and clean transport routes described in Schedule 1 to this notice do not include any excluded land or buildings, as defined
in section 16(5) of the Act.
4. Amendments to the Clean Zones, Clean Transport Routes and Clean Periods for the Rugby World Cup Notice
Amendments to the notice declaring clean zones, clean transport routes and clean periods for the Rugby World Cup 2011 which appeared in the Supplement to the New Zealand Gazette, 10 May 2011, No. 63, page 1419 are set out in Schedules 2 and 3 to this notice.
SCHEDULE 1
Otago Stadium
Clean zone
The area shown in the Map A, including the area bordered by and including:
(a) Clyde Street from Frederick Street to Union Street;
(b) Union Street from Clyde Street to Logan Park;
(c) Logan Park, excluding the tennis courts, and the area to the north of the tennis courts and Logan Park Drive;
(d) Butts Road from Logan Park Drive to Anzac Avenue;
(e) Anzac Avenue from Butts Road up to and including the roundabout with Ravensbourne Road (State Highway 88);
(f) Ravensbourne Road (State Highway 88) from the roundabout immediately to the east of Otago Stadium, where Ravensbourne Road intersects with Anzac Avenue, to the intersection of Ravensbourne
Road and Anzac Avenue to the west of Otago Stadium;
(g) Anzac Avenue (State Highway 88) from the intersection with Ravensbourne Road to Frederick Street; and
(h) Frederick Street from Anzac Avenue (State Highway 88) to Clyde Street.
Clean transport routes
The land comprising the routes shown in Map B, namely:
(a) State Highway 1, in both directions, from the intersection of Andersons Bay Road and the Caversham Bypass Motorway to the intersection of Pine Hill Road and Great King Street North; and
(b) State Highway 88 from the intersection with Cumberland Street to
the roundabout immediately to the east of Otago Stadium where Ravensbourne Road (State Highway 88) intersects with Anzac Avenue.
Clean periods
The Otago Stadium clean zone and clean transport routes will apply during the following clean periods:
(a) From 8.00am on Friday 9 September 2011 until 11.59pm on Saturday 10 September 2011;
(b) From 8.00am on Saturday 17 September 2011 until 11.59pm on Sunday 18 September 2011;
(c) From 8.00am on Friday 23 September 2011 until 11.59pm on Saturday 24 September 2011; and
(d) From 8.00am on Saturday 1 October 2011 until 11.59pm on Sunday
2 October 2011.

SCHEDULE 2
Amendments to previous clean zones, clean transport routes and clean periods declaration
The notice declaring clean zones, clean transport routes and clean periods for the Rugby World Cup 2011 which appeared in the Supplement to the New Zealand Gazette, 10 May 2011, No. 63, page 1419 is amended as follows:
Northland Events Centre
(1) The street name "Reybourn Street" in paragraph (b) of the description of the clean zone for Northland Events Centre is repealed and substituted with "Reyburn Street".
North Harbour Stadium
(2) The reference to "Albany Expressway" in paragraph (a) of the description of the clean zone for the North Harbour Stadium is repealed and substituted with "(Dairy Flat Highway)".
(3) Paragraph (e) of the description of the clean zone for the North Harbour Stadium is repealed and substituted with the following paragraphs:
"(e) Coliseum Drive from Don McKinnon Drive to State Highway 17 (Albany Expressway);
(ea) State Highway 17 (Albany Expressway and Dairy Flat Highway) to Oteha Valley Road Extension;"
(4) Paragraph (b) of the description of the clean periods for the North Harbour Stadium clean zones and clean transport routes is repealed and substituted with the following paragraph:
"(b) From 8.00am on Wednesday 21 September 2011 until 11.59pm on Thursday 22 September 2011: and"
Eden Park
(5) Paragraphs (c) and (e) of the description of the clean periods for the Eden Park clean zone and clean transport routes are repealed and substituted with the following paragraphs:
"(c) From 8.00am on Friday 23 September 2011 until 11.59pm on Sunday 25 September 2011; and"
"(e) From 8.00am on Thursday 6 October 2011 until 11.59pm on Monday 24 October 2011;"
Waikato Stadium
(6) Paragraph (b) of the description of the clean zone for Waikato Stadium is repealed and substituted with the following paragraph:
"(b) Mill Street from Ulster Street to Boundary Road;"
(7) The reference to "Fraser Tech Park" in paragraph (k) of the description of the clean zone for Waikato Stadium is repealed and substituted with "Seddon Road".
Stadium Taranaki
(8) Sub-paragraph (a)(i) of the description of the clean zone for Stadium Taranaki is repealed and substituted with the following paragraph:
"(i) Wallace Place from Cutfield Road to its eastern end, and extending in a straight line continuing along the northern edge of Wallace Place from the eastern end of that street to Frankley Road;"
(9) Map 13 of the Stadium Taranaki clean zone is repealed and substituted with the new Map 13 set out in Schedule 3 to this notice.
Arena Manawatu
(10) The street name "Featherstone Street" in paragraphs (a)(ii) and (viii), and (b) of the description of the clean zone for Arena Manawatu is repealed and substituted with "Featherston Street".
(11) The description of the clean transport routes for Arena Manawatu is repealed and substituted with the following:
"The land comprising the route shown in Map 16, namely State Highway 3 from the intersection of Rangitikei Street and Walding Street to the intersection of Napier Road and Keith Street."
(12) Map 16 of the Arena Manawatu Clean Transport Route is repealed and substituted with the new Map 16 set out in Schedule 3 to this notice.
Wellington Regional Stadium
(13) Paragraph (c) of the description of the clean periods for the Wellington Regional Stadium clean zone and clean transport routes is repealed and substituted with the following paragraph:
"(c) From 8.00am on Thursday 22 September 2011 until 11.59pm on Sunday 25 September 2011;"
(14) The description of the clean transport routes for Wellington Regional Stadium is amended by adding the following:
"(d) State Highway 2 from the intersection with the Wellington Urban Motorway to the northernmost point of the BP Hutt Road Truck Stop, State Highway 2, Hutt Road."
Rugby Park Stadium
(15) The description of the clean zone for Rugby Park Stadium is amended by inserting the following new paragraph (ba) after paragraph (b):
"(ba) Doon Street between the intersection with Esk Street and the intersection with Tay Street;"
(16) Map 21 of the Rugby Park Stadium clean zone is repealed and substituted with the new Map 21 set out in Schedule 3 to this notice.
