1. Final Allocations for Eligible Fishing Quota Owners
Pursuant to section 77 of the Climate Change Response Act 2002, the Director of Environmental Protection (under delegated authority of the Minister for Climate Change Issues), has made final determinations allocating the following New Zealand Units (NZUs) to eligible fishing quota owners as listed.
All fishing quota owners listed1 are eligible to receive an allocation of NZUs under the Fishing Allocation Plan.
The NZUs allocated under these determinations have been transferred to the respective New Zealand Emission Unit Register (NZEUR) NZU holding accounts in the year stated below.
The following quota owners have opened NZEUR holding accounts and received NZUs in May 2011.

2. Publishing Industrial Allocations
Section 86B(6)(b) of the Climate Change Response Act 2002 requires the Chief Executive of the Ministry for the Environment to publish the allocation of NZUs received by individuals and businesses. When publishing the allocations, the chief executive must consider whether publishing a final allocation of NZUs would "...be likely to prejudice unreasonably the commercial position of the eligible person who received the allocation."
While consulting with stakeholders, a number of issues have been identified concerning the sensitivity of commercial information that is not normally publicly available. To ensure that the continued commercial activity of small family-owned entities is protected, further analysis will be undertaken. At this time, no allocation information will be published until the issues are addressed.
When the Ministry for the Environment is satisfied that all entities can be treated fairly and consistently, further information on the allocation of NZUs will be published in the New Zealand Gazette.
