Notice of Urgent Amendment to Compliance Document B1 and to Materials Incorporated by Reference into Compliance Document B1 and Where They are Available for Inspection and Purchase

Urgent amendment to Compliance Document B1
Pursuant to sections 24(1) and 29(5) of the Building Act 2004 ("the Act"), I give notice of an urgent amendment to the compliance document for New Zealand Building Code clause B1 Structure ("Compliance Document B1").
The amendment modifies the verification method for structure ("B1/VM1") and the acceptable solutions
for structure ("B1/AS1 and B1/AS3") to take account of recent changes to the seismicity of the area contained within the boundaries of Christchurch City Council, the Selwyn District Council and the Waimakariri District Council
("the Canterbury Earthquake Region").
Specifically, the amendment modifies the applicable:
- seismic hazard factor;
- seismic zone;
- definition of "good ground";
- bracing requirements; and
- requirements to ensure that concrete slabs on the ground are reinforced and tied to perimeter foundations.
The urgent amendment to Compliance Document B1 comes into force on 19 May 2011 ("the effective date").

In accordance with section 30(2) of the Act, the Chief Executive of DBH will consult on, and publicly notify whether she has decided to make, this urgent amendment within six months of the date of this notice.

As part of this urgent amendment, and pursuant to sections 405 and 410(1)(e) of the Act, I give notice that the following material will be incorporated by reference into the Compliance Document B1 effective on 19 May 2011:
NZS 3604:2011 (Section 5)
Consultation on this incorporation by reference will be carried out as part of the consultation under section 30(2) of the Act.
The material incorporated by reference relates to matters referred to in section 410(1)(c) of the Act.
