Notification of Ordinary Rule

Pursuant to section 161(3) of the Land Transport Act
1998, notification is hereby given of the making of the
Land Transport (Driver Licensing) Amendment Rule 2011 ("the amendment Rule").
The amendment Rule amends the Land Transport (Driver Licensing) Rule 1999, which specifies the requirements for obtaining and renewing a driver licence in New Zealand, and for obtaining or renewing a licence endorsement that enables the endorsement holder to use a motor vehicle for specified activities.
The amendment Rule gives effect to changes listed
as "first actions" in the Government’s Safer Journeys - New Zealand’s Road Safety Strategy 2010 - 2020.
These changes will improve the motorcycle licensing and training regime and will allow novice drivers to undertake approved driving courses in the learner licence phase.
Other changes will reduce legislative complexity, make business processes clearer and easier, and reduce compliance costs for users of the driver licensing system.
Most of the changes were consulted on in the draft of the amendment Rule released for consultation in November 2010.
A number of minor and technical amendments were made available for public comment in June 2011 in Land Transport Rule: Omnibus Amendment 2011 and have been incorporated into the amendment Rule.
The amendment Rule comes into force on 1 October 2011.
It is available for inspection free of charge at the National Office of the NZ Transport Agency, Victoria Arcade,
50 Victoria Street, Wellington, and at the NZ Transport Agency’s regional offices.
