Under the Conservation Act 1987 and the Reserves Act 1977, the Conservator for the Wellington Hawke's Bay Conservancy of the Department of Conservation declares that the conservation area described in the First Schedule shall be set apart as a reserve and classified for scenic purposes for the purposes of section 19(1)(b) of the Reserves Act 1977, and declares that the conservation area described in the Second Schedule shall be set apart as a reserve and classified for recreation purposes, subject to
the Reserves Act 1977, and appoints the Wellington City Council to control and manage both reserves under the provisions of section 28 of the Reserves Act 1977, subject to the Minister being able to recover any local or regional council rates from the council if such rates are levied and paid by the Crown.
