Tai Wananga Establishment (Establishment of a Designated Character School in Hamilton With a Second Campus in Palmerston North)

Pursuant to sections 146 and 156 of the Education Act 1989, I hereby give the following notice:
N o t i c e
1. This notice may be cited as the Tai Wananga establishment.
2. This notice shall come into force the day after its publication in the New Zealand Gazette.
3. I hereby establish in Hamilton, a Year 9-13
co-educational school called Tai Wananga and designate the school as a designated character school, with a second campus of the same designated character and year level range in Palmerston North.
4. Both campuses will become established with effect from 1 January 2011.
5. The following aims, purposes and objectives of Tai Wananga shall constitute their designated character:
- Tai Wananga's distinctive character will provide a tikanga-based education programme and learning environment and deliver in a uniquely Maori environment, which provides an inclusive, interactive and nurturing learning experience to ensure health in body, mind and spirit.
- Another contributing aspect of the special character of Tai Wananga will be their connection to Te Wananga o Aotearoa, which will provide immediate strength inherent in the Wananga's kaupapa, knowledge and experience, the on-going support it can provide, and the ability to link student learning to its programmes and qualifications.
- Tai Wananga will have a special and deliberate focus on Maori students, but its philosophy, culture of caring and sharing, and its emphasis on success and excellence will attract students who are looking for choice beyond mainstream schooling.
- Tai Wananga will provide a choice of secondary schooling outside of mainstream state secondary schools, Kura Kaupapa total immersion and other "special" character schools.
- Tai Wananga will provide as a priority, qualifications that are related to employment by designing secondary courses that will develop a pathway to trades and professional programmes taught by Te Wananga o Aotearoa and other tertiary institutions and providers.
6. The school will open for instruction for Year 9-13 students in 2011, with maximum rolls applying to the respective campuses in the first year, as follows:
(a) The maximum roll for the Hamilton Tai Wananga campus will be 120 students, but that in its first year of operation the maximum number of students will be limited to 80 students.
(b) The maximum roll for the Palmerston North Tai Wananga campus will be 120 students, but that in its first year of operation the maximum number of students will be limited to 50 students.
