Pursuant to section 30R of the Telecommunications Act 2001 ("the Act"), the Commerce Commission ("the Commission") gives public notice of its decision to commence a review under section 30R of the standard terms determination relating to Telecom’s unbundled copper local loop network backhaul (telephone exchange to interconnect point) service ("UCLL Backhaul STD") dated 27 June 2008.
Under section 30R(1) of the Act, the Commission may, on its own initiative, commence a review, at any time, of all or any of the terms specified in a standard terms determination.
The review of the UCLL Backhaul STD is confined to assessing on which parts of Telecom’s network that Telecom must supply the UCLL Backhaul Service in response to a request of an access seeker.
In particular, the section 30R review will review the application of condition (b) of the UCLL Backhaul Service in relation to:
- Primary and Secondary Links assessed in the previous section 30R review of UCLL Backhaul competition (Decision 686); and
as part of the Commission’s letter to interested parties dated 2 June 2010, the Commission will ask parties to provide new information about Primary and Secondary Links as part of the section 30R review.
The closing date for submissions on the questions raised in the Commission’s letter dated 2 June 2010 commencing the review is Monday 21 June 2010.
