Notification of Ordinary Rules

Pursuant to section 161(3) of the Land Transport Act 1998, notification is given of the making of 12 Land Transport Rules.
With the exception of Land Transport Rule: Operator Safety Rating Amendment 2010, which will be brought into force on a date to be notified in the New Zealand Gazette, the Rules take effect on 1 April 2010.
- Land Transport Rule: Traction Engines 2010 (Rule 63001) sets out the requirements for the safety certification of traction engines and the qualifications required for users of traction engines. The objective of the Rule is to ensure that traction engines are operated safely when used in a public place. The Rule updates and replaces the Land Transport (Traction Engine Safety) Regulations 2006.
- Land Transport Rule: Dangerous Goods Amendment 2010 (Rule 45001/2) is aimed at ensuring that the
risk to land transport safety from the transporting of dangerous goods continues to be managed effectively,
by maintaining alignment with international and local requirements relating to hazardous substances.
- Land Transport Rule: Steering Systems Amendment 2010 (Rule 32003/2) updates the requirements applying to
the certification and use of left-hand drive vehicles in New Zealand.
- Land Transport Rule: Work Time and Logbooks Amendment 2010 (Rule 62001/2) makes a number of changes that address issues raised by industry groups, and the New Zealand Police, about the way in which the limits on certain drivers’ work-time hours are dealt with for specific services or in particular situations.
The following amendment Rules, which make minor changes to existing Rules, were consulted on in the draft Land Transport Rule: Omnibus Amendment 2009:
- Land Transport Rule: Frontal Impact Amendment 2010 (Rule 32006/4);
- Land Transport Rule: Operator Licensing Amendment 2010 (Rule 81001/3);
- Land Transport Rule: Operator Safety Rating Amendment 2010 (Rule 81002/2);
- Land Transport Rule: Passenger Service Vehicles Amendment 2010 (Rule 31001/5);
- Land Transport Rule: Vehicle Equipment Amendment 2010 (Rule 32017/3);
- Land Transport Rule: Vehicle Exhaust Emissions Amendment 2010 (Rule 33001/4);
- Land Transport Rule: Vehicle Standards Compliance Amendment 2010 (Rule 35001/7); and
- Land Transport (Driver Licensing) Amendment Rule 2010 (Rule 91001/6).
The Rule amendments clarify current requirements to
assist understanding and enforcement of Rules, provide
for compliance with alternative vehicle standards for
some vehicles, address safety concerns, amend requirements to accord with current industry needs or practices,
make requirements more flexible or remove unnecessary restrictions (without diminishing safety standards), make consequential changes as a result of changes to other legislation, including Rules, and make other minor changes to Rules.
The Rules are available for inspection free of charge at the National Office of the NZ Transport Agency, PSIS House, 20 Ballance Street, Wellington.
