The levy is imposed on all shipping containers imported into and landed in New Zealand.
Under Regulation 11(2) of the Biosecurity (Shipping Container Levy) Order 2006, the Director-General hereby notifies the rate of levy for the 2009–2010 levy year.
This rate is the same as the rate for the 2008–2009 levy year.
The biosecurity shipping container levy for the levy year commencing 1 July 2009 and ending 30 June 2010 has been set at:
$20.00 (inclusive of GST) per shipping container that contains goods; and
$10.00 (inclusive of GST) per empty shipping container.
The levy is calculated on the basis of dividing:
(a) the estimated annual costs incurred by the Ministry of Agriculture and Forestry (“the Ministry”); by
(b) the estimated number of shipping containers that are imported into and landed annually in New Zealand.
The “annual costs incurred by the Ministry” means the costs incurred in implementing and administering import health standards, to the extent that the standards apply to shipping containers.
