Training Incentive Allowance Amendment 2009

Under section 124(1)(d) of the Social Security Act 1964,
I amend the Training Incentive Allowance Programme
(as established and approved on 30 November 1998)* by this instrument.

I n s t r u m e n t
1. Title—This instrument is the Training Incentive Allowance Amendment 2009.
2. Commencement—This instrument comes into effect on the day after it is made.
3. Programme amended—The instrument amends the Training Incentive Allowance Programme†.
4. Teen parent pilot—The heading of Part 2 is amended by omitting:
“Teen parent pilot”
and substituting:
“Young parent childcare payments”.
5. Purpose of this Part—Clause 11 is amended by omitting:
“on a trial basis”.
6. Period for which this Part is effective—Clause 12 is revoked.
7. Young parent childcare payments—Clause 13.1.4 is revoked.
8. New clause added—The programme is amended by adding the following clause:
“20. Reimbursement of childcare costs for term 1 of the 2009 school year for certain applicants
20.1 Despite clause 7.1 (as applied by clause 19), the chief executive may in his or her discretion grant young parent childcare payments under clause 13.2 to an applicant:
(a) to whom clauses 13.1.1 to 13.1.3 applied during any week of term 1 of the 2009 secondary school year; and
(b) who incurred costs for the attendance of an eligible child at an approved early-childhood programme during the applicant’s attendance during that week at a composite school, correspondence school, or secondary school; and
(c) who applies for childcare payments to reimburse those costs on or after this clause comes into effect.
20.2 The amount of any childcare payment granted in respect of a week under clause 20.1 must be calculated in accordance with clause 14 but must not exceed the amount of the childcare costs incurred by the applicant in respect of that week.
20.3 In this clause, term 1 of the 2009 secondary school year means the period beginning on
27 January 2009 and ending with the close of
9 April 2009.
20.4 This clause continues in effect until 30 June 2009 and then expires.”

Explanatory Note
This note is not part of the instrument, but is intended to indicate its general effect.
This instrument, which comes into effect on the day after it is made, amends the Training Incentive Allowance Programme.
The Teen parent pilot is extended for all people who
meet the eligibility criteria and the chief executive is provided with the discretion to make reimbursements to eligible applicants who have not received an allowance, childcare payments, or childcare assistance during term 1 of the 2009 school year.
