Notice of Recommendation and Assessment Concerning the Electricity Governance (Availability and Reliability Index Measures) Amendment Rules 2009

1. This notice of a recommendation and assessment concerning the Electricity Governance (Availability and Reliability Index Measures) Amendment Rules 2009 is issued by the Electricity Commission ("Commission") pursuant to section 172E(2)(c) of the Electricity Act 1992 ("Act").
2. The Act provides that, no later than 10 working days after making a recommendation to the Minister of Energy
and Resources ("Minister") concerning the Electricity Governance Rules 2003 ("Rules"), the Commission
must publicise the recommendation and the assessment completed under section 172F of the Act.
Recommended amendment to the Rules
3. On 27 November 2009, the Commission recommended that the Rules be amended by adding the availability
and reliability index measures to the Rules as a new Schedule F6A of Section VI of Part F.
4. The recommended new schedule comprises a series of index measures prepared by Transpower New Zealand Limited ("Transpower") that show the availability
and reliability of each category of interconnection branch, or shunt asset and of the HVDC link. Each
year Transpower must publish and provide to the Commission an annual report on the availability and reliability of each interconnection asset, against the index measures.
