The rule amendments in this NPRM propose that all aviation training and aviation assessment that is required by Part 61 for the issue, and currency requirements, of a pilot licence or rating be conducted under the authority of a certificate issued under the following CAR Parts:

Part 119 Air Operator – Certification for Airline Transport Pilot Licence training
Part 137 Agricultural Aircraft Operations for agricultural training
Part 149 Aviation Recreational Organisations – Certification for parachute drop, glider tow, low level aerobatic ratings and other training as specified in Part 61.
New requirements for flight training organisations certificated under Part 141 are also proposed. These amendments are proposed in order to provide a more robust structure for, and increased regulatory oversight of, pilot training in New Zealand.
