Pursuant to clause 6.1 of Land Transport Rule: Setting of Speed Limits 2003 and a delegation from the New Zealand Transport Agency, I, Lyndon Bryan Hammond, National Manager Network Management, approve variable speed limits on State Highway 1, from Johnsonville to the Terrace Tunnel, and on State Highway 2, from the Ngauranga Interchange to Petone, in accordance with the conditions set out in this notice.
Conditions
1. Variable Speed Limit
The New Zealand Transport Agency may set a variable speed limit of 50, 60, 70, 80, 90 or 100 km/h on the sections of State highway specified in condition 2 of this notice.
The speed limit may be varied to manage the safe and efficient flow of traffic according to the level of traffic congestion; or the weather conditions; or during planned events; or unplanned events.
2. Sections of State Highway
A variable speed limit may be set for the following sections of State highway:
(a) The southbound section of State Highway 1 at Wellington, from the Helston Road Overbridge
at Johnsonville to a point 150 metres south of
the southern portal of the Terrace Tunnel, including all on-ramps and off-ramps within this section of State highway; and
(b) the northbound section of State Highway 1 at Wellington, from a point 320 metres south of
the southern portal of the Terrace Tunnel to a point 90 metres north of the Helston Road Overbridge at Johnsonville, including all on-ramps and off-ramps within this section of State highway; and
(c) the southbound section of State Highway 2
at Wellington, from the Petone Overbridge (approximately 50 metres west of Cornish Street)
to the southern end of State Highway 2 at the Ngauranga Interchange, including all on-ramps and off-ramps within this section of State highway; and
(d) the northbound section of State Highway 2 at Wellington, from the southern end of State
Highway 2 at the Ngauranga Interchange to the Petone Overbridge (approximately 50 metres west
of Cornish Street), including all on-ramps and
off-ramps within this section of State highway.
3. Signs
Variable speed limit signs that comply with Land
Transport Rule: Traffic Control Devices 2004 must be installed to identify a section of road subject to a variable speed limit as follows:
(a) At least one “Variable speed” (R1-2.1) sign at the beginning of a section of road for which a variable speed limit has been set, facing road users travelling towards the variable speed limit; and
(b) two “Standard” (R1-1) or “100 km/h” (R1-1.1) speed limit signs at the end of a section of road
for which a variable speed limit has been set, facing road users leaving the variable speed limit and showing the permanent speed limit that applies to the road beyond that point; and
(c) at least one “Variable speed” (R1-2.1) repeater
sign installed with a spacing of no more than
2.0 km between variable speed limit signs, for each section of road to which a variable speed limit applies.
4. Speed Limit Displayed on Signs
The speed limit that applies to a section of road at any time must be displayed on the variable speed limit signs in that section of road, except for a speed limit of 100 km/h, which may be indicated by blank variable speed limit signs.
5. Recording Changes in Speed Limit
Records must be kept to show the actual speed limit
that applied to any particular section of road at any time. The records must be available for public inspection and include the time the speed limit changed, the date, the speed limit and location.
6. Bylaw
The New Zealand Transport Agency must set the variable speed limit by making a bylaw in accordance with Land Transport Rule: Setting of Speed Limits 2003.
