This notice is supplementary to, and is to be read together with, the Commerce Act (New Electricity Information Disclosure Requirements) Notice 2008, which was published as a Supplement to the New Zealand Gazette, 31 October 2008, No. 165, page 4317) (the "Principal Notice").
As notified in the Principal Notice, the following requirements were made by the Commerce Commission on 31 October 2008 under section 57T(4)(a) of the Commerce Act 1986:
(a) The Electricity Information Disclosure Amendment Requirements (No. 3) 2008 (the "Amendment Requirements"), which amend the Electricity Information Disclosure Requirements 2004 (the "Original Requirements");
(b) the Electricity Distribution (Information
Disclosure) Requirements 2008 (the "Distribution Requirements").
The Original Requirements (as amended from time to time) and the Distribution Requirements each refer to:
(c) an ODV Handbook, which is issued from time to time by the Commerce Commission and covers
the valuation of system fixed assets using the
ODV methodology, including standard asset replacement costs and lives for common classes
of system fixed assets;
(d) an Electricity Information Disclosure Handbook, which is issued from time to time by the Commerce Commission and includes the business accounting separation and allocation methodology, and details for transfer payments and asset management plan disclosures, to be used by large line owners and large electricity distributors in the preparation of financial statements for the purposes of the Original Requirements and the Distribution Requirements.
The Electricity Information Disclosure Handbook was amended by the Commerce Commission on 31 October 2008 to reflect the provisions of the Amendment Requirements and the Distribution Requirements.
Obtaining Copies of the Requirements and Handbooks
Copies of:
(a) the Distribution Requirements; and
(b) the Amendment Requirements; and
(c) the Original Requirements (as amended); and
(d) the ODV Handbook; and
(e) the amendments to the Electricity Information Disclosure Handbook, and that handbook
(as amended)
are available for inspection free of charge at the Commerce Commission (during ordinary office hours) and on the Internet at
