Pursuant to Regulation 194(2) of the Electricity
Governance Regulations 2003, the Electricity Commission (“Commission”) gives the following notice.
N o t i c e
1. Title and commencement—(1) This notice is the Electricity Governance Regulations (Exemption No. 47 (Meridian Energy Limited)) Exemption Notice 2008.
(2) This notice comes into force on 1 May 2008.
2. Exemption—Meridian Energy Limited is exempted from compliance with Rule 3.2 of Part D of the Electricity Governance Rules 2003.
3. Terms and conditions—This exemption is granted on the following conditions:
(a) It will only apply to unmetered traffic control signals on the following grid exit points:
(i) ADD0111;
(ii) ADD0661;
(iii) BRY0111;
(iv) BRY0661;
(v) ISL0331;
(vi) ISL0661;
(vii) PAP0111;
(viii) PAP0661;
(ix) SPN0331; and
(x) KAI0111; and
(b) the exemption will expire on 30 April 2013.
4. Reasons for granting the exemption—The reasons for granting this exemption are:
(a) without an exemption, Meridian will incur significant expenditure and complexity in the fitting of meters to the traffic light point of connections;
(b) traffic lights are static load and have little variation. Most changes for load are associated with changes in lamp wattage that can be accurately tracked in the distributed unmetered load database;
(c) Meridian has proposed a materially accurate method to calculate consumption for settlement;
(d) the exemption will have little or no impact on other participants and service providers and would not affect any other rules.
Dated at Wellington this 13th day of February 2008.
For and on behalf of the Electricity Commission:
DAVID CAYGILL, Chair.
