Education (National Student Numbers) Notice 2007

I make the following notice under section 344 of the Education Act 1989:
N o t i c e
1 Title and commencement—(1) This notice may be cited as the Education (National Student Numbers) Notice 2007.
(2) This notice shall take effect on the day after the date
of its publication in the New Zealand Gazette.
2. Assigning national student numbers—Every post-compulsory education student index number assigned
to a student in accordance with the Post-Compulsory Education Unique Identifier Code 2001 is a national
student number assigned by the Secretary under section
343 of the Education Act 1989.
3. Use of national student numbers by authorised users except schools—(1) The following classes of authorised users are authorised to use national student numbers for
the purposes specified in subclause 2 of this clause:
? Education providers that are tertiary education organisations being organisations as defined in section 159B(1) of the Education Act 1989.
? The Ministry of Education.
? The New Zealand Qualifications Authority.
? The Tertiary Education Commission.
(2) The classes of authorised user listed in subclause (1) of this clause may use national student numbers only for one
or more of the following purposes:
? Monitoring and ensuring student enrolment and attendance.
? Ensuring education providers and students receive appropriate resourcing.
? Statistical purposes.
? Research purposes.
? Ensuring that students’ educational records are accurately maintained.
4. Use of national student numbers by schools—(1) Education providers that are registered schools as defined
in section 2 of the Education Act 1989 are authorised to use national student numbers only for the following purposes:
? Ensuring that students’ educational records are accurately maintained by:
– administering the National Certificate of Educational Achievement.
– participating in the pilot project for the e-asTTle assessment tool where the school has been selected for the pilot project.
