Pursuant to Regulation 90(1) of the Traffic Regulations 1976, and pursuant to an authority delegated to me by
the Director of Land Transport ("the director"), I, Donald Norman Hutchinson, Manager Vehicles, Land Transport New Zealand, hereby exempt the motor vehicles specified
in Schedule 1 of this notice from the requirements contained within Regulation 70(1) of the Traffic Regulations 1976, subject to the conditions specified within Schedule 2 of this notice.
Schedule 1
Vehicle Details
Description: Classic, vintage and veteran left-hand drive vehicles owned by Jim Covert and based at his American Classic Car Museum in Queenstown.
Schedule 2
Conditions
(i) All vehicles covered by this exemption are to be owned by Jim Covert and therefore the exemption only applies while the vehicles belong to Jim Covert.
(ii) The minimum age of vehicles entering the collection is not less than 30 years.
(iii) The minimum value of vehicles entering the collection which were built in 1948 or earlier must not be less than NZ$100,000.00 and the minimum value of vehicles entering the collection which were built after 1948 must not be less than NZ$50,000.00, or as approved on a case-by-case basis by the director.
(iv) The vehicles in this collection are regularly made available for public viewing.
(v) The vehicles may only be used on the road for organised motoring events, travelling to and from
an inspection organisation for a warrant of fitness inspection or to a vehicle workshop for maintenance, and occasional trips as required to maintain the vehicles in good working order (restricted to a
50-kilometre radius from the American Classic Car Museum).
(vi) A copy of this notice and proof of ownership
must be carried in the vehicles at all times and must be produced to vehicle inspectors or enforcement officers.
Signed at Wellington this 16th day of November 2007.
DONALD NORMAN HUTCHINSON, Manager Vehicles, acting under the authority delegated to me by way of instrument of delegation dated 31 March 2006.
Explanatory Note
This exemption has been granted due to the cars in question being exceptional examples of classic, vintage and veteran vehicles in concourse condition, which will be an asset to the Queenstown area and New Zealand as a whole.
