Proposal for Minimum Energy Performance Standards for Set Top Boxes and External

Power Supplies
Pursuant to section 36 of the Energy Efficiency and Conservation Act 2000, the Minister of Energy gives the following notice:
The Minister of Energy proposes to implement minimum energy performance standards (MEPS), effective from
1 April 2008, for the following products:
1. Set top boxes or digital television decoders.
2. External power supplies rated up to and including 250W/250VA.
The proposal is part of the equipment energy efficiency (E3) trans-Tasman work programme for 2005/07.
The work programme is a key part of implementing the National Energy Efficiency and Conservation Strategy in New Zealand.
For set top boxes, the cost benefit analysis addressing this proposal is now available for public comment on
www.eeca.govt.nz
As well as providing analysis of the costs and benefits of the proposal for both New Zealand and Australia, the report details the energy performance levels for set top boxes.
The test methods are covered in the standard AS/NZS 62087.
For external power supplies, the consultation regulatory impact statement (RIS) addressing the proposal is now available for public comment on
www.eeca.govt.nz
The RIS provides analysis of the costs and benefits of the proposal for both New Zealand and Australia.
A standard, AS/NZS 4665, has been published for test methods and energy performance of external power supplies.
If the proposals proceed, they will result in an amendment to the Energy Efficiency (Energy Using Products) Regulations 2002 (“the Regulations”).
The proposal for set top boxes is to call up AS/NZS 62087.2, as an amendment to Schedule 1 of the Regulations, effective from 1 April 2008.
The proposal for external power supplies is to call up AS/NZS 4665, as an amendment to Schedule 1 of the Regulations, effective from 1 April 2008.

A meeting is planned in Auckland on Tuesday, 8 May 2007 to outline both proposals to interested parties. EECA is happy to organise additional meetings in Wellington and Christchurch if there is sufficient interest.

Written submissions on these proposals are invited from members of the public and interested organisations.
The last date on which the Energy Efficiency and Conservation Authority will receive written submissions on the proposed Regulations for external power supplies is by 5.00pm on Friday, 18 May 2007.
The last date for receiving submissions for the proposed Regulations for set top boxes is by 5.00pm on Thursday,
31 May 2007.
