Under the Reserves Act 1977, the Conservator for the Bay of Plenty Conservancy of the Department of Conservation appoints the Whakatane District Council to control and manage the reserve for recreation purposes described in
the Schedule on the following terms and conditions:
1. Whakatane District Council will produce a management plan for the reserve within five years of being appointed as the administering body. The management plan will include both the area to be vested as well as the area that council will be appointed to control and manage.
2. The management plan must be prepared by Whakatane District Council in accordance with the requirements of section 41 of the Reserves Act 1977.
3. That Whakatane District Council recognises Te Runanga o Ngati Awa are tangata whenua with historical and cultural interests in the reserve and council will consult with Te Runanga o Ngati Awa on all matters relating to the preparation of the management plan for the reserve.
