Amendment of Quota Allocation Mechanisms Following Review—European Union (EU) Sheepmeat and Goatmeat Tariff Rate Quota, EU High Quality Beef Tariff Rate Quota and United States (US) Beef and Veal Tariff Rate Quota

The New Zealand Meat Board has reviewed its existing quota allocation mechanisms under the Meat Board Act 2004
(“the Act”), being mechanisms for the EU Sheepmeat and Goatmeat Tariff Rate Quota (TRQ), US Beef and Veal TRQ (both dated August 2005) and EU High Quality Beef TRQ (dated February 2006).
Initial amendments resulting from the review were published in the New Zealand Gazette, 11 August 2005, No. 123, page 3207. The board has now agreed one final amendment, and has closed the review. The final amendment, made pursuant to section 27 of the Act, relates to the transition to a 6-year stand-down period for new entrants and is achieved by amending the meaning of “specified period” in the definition of New Entrant at Section 2 of each of the allocation mechanisms as follows:
(e) “specified period” in relation to applications for the 2006, 2007, and 2008 Quota Years circumstances that did not
apply after 31 August 2005 means 3 years, and for applications for subsequent years circumstances that did apply after 31 August 2005 means 6 years.
The amended mechanisms will come into effect in relation to the Quota Years commencing 1 January 2007 for EU Sheepmeat and Goatmeat TRQ and US Beef and Veal TRQ, and 1 July 2007 for EU High Quality Beef TRQ. The amendment will not however have any impact on applications until 2009 at the earliest.
Notes:
? For EU Sheepmeat and Goatmeat TRQ and US Beef and Veal TRQ:
– Applications by New Entrants for Reserved Quota Allowance Allocations are due by 1 September in the year preceding each quota year.
– Applications for General Quota Allowance Allocations are due by 15 of October in the year preceding each quota year.
? For EU High Quality Beef TRQ:
– Applications by New Entrants for Reserved Quota Allowance Allocations are due by 1 of March preceding the commencement of each quota year.
– Applications for General Quota Allowance Allocations are due by 15 of April preceding the commencement of each quota year.
? The EU Sheepmeat and Goatmeat TRQ applies to 227,854 tonnes carcass weight equivalent and the tariff rate for “in quota” imports is zero.
? The EU High Quality Beef TRQ applies to 1,300 tonnes product weight and the tariff rate for “in quota” imports is 20 per cent ad valorem duty.
? The US Beef and Veal TRQ applies to 213,402 tonnes product weight and the tariff rate for “in quota” imports is $US0.044 per kilogram on most beef products.
