Notice of Revocation of Ministerial Scheme and Introduction of New Ministerial Scheme—

Te Tipu Putaiao Fellowship
Direction to: The Foundation for Research, Science and Technology (“the foundation”).
Under section 8A of the Foundation for Research, Science and Technology Act 1990, I direct the foundation to allocate funds in accordance with the Te Tipu Putaiao Fellowship scheme (“the scheme”), as specified in this direction.
This direction revokes and replaces the notice published in the New Zealand Gazette, 1 August 1996, page 2019, which established the Tuapapa Putaiao Maori Fellowship Scheme.
From the date of this direction, the scheme will be renamed “Te Tipu Putaiao Fellowships” and its focus amended to align with government policies.
The Nature and Objectives of the Scheme
The Te Tipu Putaiao Fellowship Scheme is intended to develop, or assist in the development of, the research, science and technology skills of individuals.
The objective of the scheme is to build a research community capable of unlocking the distinct innovation potential of Maori knowledge, people and resources for the benefit of New Zealand.
The scheme is intended to foster the development of
New Zealand’s scientists and future science leaders, and complements other government initiatives implemented to assist New Zealand to compete successfully as a knowledge society.
Mechanisms of Support
The objectives of the scheme will be achieved by providing funding support for undergraduate, post-graduate and early career stage New Zealand scientists, technologists and engineers to undertake research of relevance to one of the four Vision Matauranga1 themes identified below.
Nature of Support
Fellowships will be available to undertake research of relevance to one of the following four Vision Matauranga themes:
? Indigenous Innovation: Contributing to economic growth through research and development;
? Taiao: Achieving environmental sustainability through iwi and hapu relationships with land and sea;
? Oranga: Improving social well-being; and
? Matauranga: Exploring the interface between indigenous knowledge and research, science and technology.
Fellows under the scheme will be selected primarily on the basis of:
? benefits to New Zealand: Alignment and contribution to Maori knowledge and innovation theme, and benefit
to New Zealand.
? science and technology benefits to New Zealand: This may include attributes such as quality of proposed science, science capability, and Maori knowledge research capability and development.
? ability to deliver: This may include attributes such as academic record and host institution support.
? implementation pathway: This may include attributes such as quality of technology transfer and uptake pathway.
The primary focus of the scheme will be on science, technology and engineering disciplines.
Other academic disciplines may be considered, where relevant, at the margin of the scheme.
Administration and Selection
The scheme will be administered by the foundation using an advisory committee mechanism. The advisory committee will be chaired by a member of the foundation’s board and consist of members who have a range of research expertise in science, engineering and technology.
The foundation may contract some administrative responsibilities to tertiary institutions.
Duration
The scheme will re-commence on 24 March 2006 and
I estimate that the scheme will run for at least six years.
Monitoring
The scheme will be monitored by the Ministry of Research, Science and Technology (“the Ministry”).
Reporting
The foundation will provide annual reports to the Ministry on the scheme.
Reports will include information on the number of fellows completing degrees (by degree type) and the distribution of research across science, technology and engineering disciplines, host institutions and Vision Matauranga themes.
