Proposal to Make Regulations for Mandatory Energy Performance Labelling

Pursuant to section 36 of the Energy Efficiency and Conservation Act 2000, the Minister of Energy gives the following notice.
The Minister of Energy proposes to recommend to Cabinet that Schedule 2 of the Energy Efficiency (Energy Using Products) Regulations 2002 be amended to update the standards for dishwashers and washing machines.
A period of public consultation on the proposed Regulations is also notified and details are given below.
The proposed amendments are to update the current standards for mandatory energy rating labelling for both dishwashers and washing machines and replace them with the following:
? AS/NZS 2007.1:2005 Performance of household electrical appliances – Dishwashers – Part 1 Methods for measuring performance, energy and water consumption;
? AS/NZS 2007.2:2005 Performance of household electrical appliances – Dishwashers – Part 2 Energy efficiency labelling requirements;
? AS/NZS 2040.1:2005 Performance of household electrical appliances – Clothes washing machines – Part 1 Energy consumption and performance; and
? AS/NZS 2040.2:2005 Performance of household electrical appliances – Clothes washing machines – Part 2 Energy efficiency labelling requirements.
It is proposed the amendments will come into force on
1 April 2007.
The proposed Regulations will include standby energy consumption in the calculations for the energy rating labels for dishwashers and clothes washing machines. It will ensure alignment of standards with Australia, in accordance with the Trans-Tasman Mutual Recognition Arrangement, and ensure the energy rating labels for these products accurately reflect their energy consumption, including standby.
Written submissions on the proposed Regulations are invited from members of the public and interested organisations.
The last date on which the Energy Efficiency and Conservation Authority (EECA) will receive written submissions on the proposed Regulations is Friday,
10 November 2006 by 5.00 p.m.
