Notification of Ordinary Rule

Pursuant to section 161 (3) of the Land Transport Act 1998, notification is given of the making of Land Transport Rule: Vehicle Exhaust Emissions 2006.
This Rule revises and replaces Land Transport Rule: Vehicle Exhaust Emissions 2003*, which specifies vehicle exhaust emissions manufacturing standards to which vehicles must be built before being certified for use in New Zealand.
Land Transport Rule: Vehicle Exhaust Emissions 2006 introduces a visible smoke check at vehicle inspection.
The aim of the Rule is to check that vehicles are not gross polluters.
It builds on the existing requirements in the Land Transport (Road User) Rule 2004† which allows the Police to enforce on-road requirements aimed at controlling vehicle emissions and improving air quality.
The new Rule defers, by one year, the coming into force date for the application of the Euro 4 emissions standard
to both new and existing models of diesel-powered heavy vehicles.
The change takes into account that the European Union only recently officially adopted this emissions standard.
Land Transport Rule: Vehicle Exhaust Emissions 2006 comes into force on 27 October 2006.
It is available for inspection free of charge at the National Office of Land Transport New Zealand, 7 Waterloo Quay, Wellington.
A bound copy will be available in September 2006 for purchase from selected bookshops that sell legislation or from Wickliffe Limited, freephone 0800 226 440.
Wickliffe will make a loose-leaf version of the new Rule available to Rule subscribers.
