Notice of Proposed Land Transport Rules

In accordance with section 161 (2) of the Land Transport Act 1998, Land Transport New Zealand, on behalf of the Minister of Transport, gives notice of his intention to make Rules concerning driver licensing and vehicle emissions, and advises that the following draft Rules are available for public consultation.
Land Transport (Driver Licensing) Amendment Rule (No 2) 2006
This draft legislation is intended to amend Land Transport (Driver Licensing) Rule 1999, which sets out the requirements for obtaining and renewing a driver licence.
The proposed amendment Rule will facilitate changes to the system for licensing older drivers, including removal of
the requirement for the mandatory older driver test for persons aged 80 years and over.

Land Transport Rule: Vehicle Exhaust Emissions (2006)
This draft legislation is intended to build on the measures already in place to reduce air pollution from vehicle emissions.
The proposed Rule would introduce a visible smoke check at vehicle inspections to complement police enforcement of the existing 10-second smoky vehicle rule.
It would also delay, by a year, the implementation date of the Euro 4 emissions standard, so as to prevent problems with the supply of, and after-sales support for, new heavy diesel vehicles in the New Zealand market.
