Designation of Auditing Agency

Pursuant to section 32 of the Health and Disability
Services (Safety) Act 2001 (“the Act”), the Director-General of Health designates International Certifications Limited (“the auditing agency”) to audit the provision or likely future provision of the following kinds of health care services:
Hospital Care (as defined in section 4 (1) of the Act)
Rest Home Care (as defined in section 6 (2) of the Act)
Residential Disability Care (as defined in section 4 (1) of the Act)
This designation is subject to the following conditions:
1. The auditing agency must ensure that where it audits
the provision of health care services for people with physical or sensory disabilities, intellectual disabilities, psychiatric disabilities or mental illnesses, the auditing agency observes the following:
? For audits involving services for people with physical or sensory disabilities, a person with a pronounced physical or sensory disability must fully participate
in all aspects of the audit;
? for audits involving services for people with intellectual disabilities, a person with an intellectual disability (accompanied by a support person where necessary), or a close family or whanau member of
a person with an intellectual disability must participate in all aspects of the audit; and
? for people with psychiatric disabilities or mental illnesses, a past or present consumer of mental health services must fully participate in all aspects of the audit.
2. The auditing agency must inform the Ministry of Health immediately by way of written notice if there is any change to their accreditation status with JAS-ANZ.
3. The auditing agency must undergo an audit by an auditing agency commissioned by the Ministry of Health (“the audit”). The purpose of the audit is to ensure the auditing agency remains compliant with the criteria for designation set out in section 33 (b) of the Act, which are that the auditing agency:
? has the technical expertise to audit the provision of services of the kind it has been designated to audit;
? has in place effective systems for auditing the provision of services of the kind it has been designated to audit;
? has in place effective arrangements to avoid or manage any conflict of interest that may arise in auditing the provision of services of the kind it is designated to audit;
? will administer those systems and arrangements properly and competently, and in compliance with any conditions subject to which the designation is given; and
? will comply with this Act.
The audit will take place on dates to be advised by the Ministry of Health, and must be completed within two months of the date of designation of the auditing agency (or, if not within two months of the date of designation, by any later date as advised by the Ministry of Health).
The auditing agency must supply all information required by the auditing agency for the purposes of the audit, to the auditing agency.
Under section 38 of the Act, this designation will expire
three years after the date of this notification in the
New Zealand Gazette.
