Amendment No. 5
This variation Amendment No. 5 is made to the Advice Notice to General Practitioners under section 88 of the
New Zealand Public Health and Disability Act 2000 (originally issued 1 May 2000 under section 51 of the Health and Disability Services Act 1993) and with the approval of the Minister of Health.
N o t i c e
1. Commencement—This notice applies on and after
1 October 2005.
2. Interpretation—In this notice, the Advice Notice to General Practitioners Concerning Patient Benefits and Other Subsidies is called the “principal notice”.
3. Amendment—(1) Schedule 3 of Part B of the principal notice is amended by revoking clause 3A.2, and substituting the following clause:
“3A.2 The Programme consists of a course of three MeNZB™ injections and a 4th MeNZB™ vaccine dose for eligible children who commence the 1st dose of MeNZB™ prior to 6 months of age, or as otherwise advised by the Ministry of Health.”
(2) Schedule 3 of Part B of the principal notice is amended by revoking clause 4.6, and substituting the following clause:
“4.6 The subsidised fee for the administration of a vaccine episode on the childhood immunisation schedule as set out in the Immunisation Handbook (other than the influenza vaccine) is $18.50 (G.S.T. inclusive). The subsidised fee for the administration of the influenza vaccine is $18.50 (G.S.T. inclusive) plus the purchase cost (inclusive of G.S.T.) of the vaccine from the nominated supplier. For the purposes of clarity,
a vaccine episode is a visit on any given day for
the administration of any number of vaccines. The subsidised fee for immunisations will be reviewed annually by the Ministry of Health.”
(3) Schedule 3 of Part B of the principal notice is amended by revoking clause 5.5, and substituting the following clause:
“5.5 For all immunisations eligible for a payment of
a subsidised fee, the subsidised fee is $18.50 (G.S.T. inclusive) in respect of each immunisation episode
as set out in this Notice. The subsidised fee for immunisations will be reviewed annually by the Ministry of Health.”
(4) Schedule 3 of Part B of the principal notice is amended by revoking clause 5.7, and substituting the following clause:
“5.7 A subsidised fee of $18.50 (G.S.T. inclusive) will be paid for the administration of a vaccine or vaccines where:
(a) the Person is a household contact or sexual contact of a person with acute Hepatitis B or
a carrier of Hepatitis B; or
(b) the Person is a household contact of a person with Measles, Mumps or Rubella.
This subsidised fee will be reviewed annually by the Ministry of Health.”
(5) Schedule 3 of Part B of the principal notice is amended by revoking clause 5.8, and substituting the following clause:
“5.8 A subsidy of $18.50 (G.S.T. inclusive) will be paid for administering a MeNZB™ vaccine episode.”
4. Statement of reasons for departure from terms
and conditions for the purposes of section 89 (5) of
the New Zealand Public Health and Disability Act 2000—The terms and conditions in this notice depart from terms and conditions in the principal notice for the following reasons:
(a) to enable delivery of a 4th dose of the MeNZB™ vaccine for young infants who commence dose 1 at less than 6 months of age (this was as a result of advice from clinical trials. This increases the protection for this age group at highest risk of contracting meningococcal disease);
(b) to allow for a price increase adjustment of
2.8 per cent to be applied to all immunisation benefits (all National Immunisation Schedule and Meningococcal B Immunisation Programme events).
