Statement of Tertiary Education Priorities

Under section 159AC of the Education Act 1989, and following consultation with the Tertiary Education Commission, the Minister of Education gives the following notice.

2. This notice applies from the date of its publication.
Statement of Tertiary Education Priorities
The Statement of Tertiary Education Priorities (STEP) is a statutory document under the Education Act 1989 which the Minister of Education releases every one to three years.
It applies across the entire tertiary education system, and sets out the Government’s immediate priorities for the performance of that system. The priorities align with
the main strategies and objectives in the Tertiary Education Strategy 2002-07 (TES). The TES supports the Government’s overall vision of sustainable development and opportunity for all.
Derived from the TES is the STEP. The role of the STEP
is to outline the short-to-medium term priorities that Government expects government agencies and publicly funded tertiary education organisations (public and private providers and industry training organisations) to focus on in order to achieve the goals articulated in the TES.
The priorities set out in this STEP further reinforce the shift to a tertiary education system which remains broad and comprehensive, but is oriented towards quality rather than quantity, increased relevance to national goals and towards greater collaboration rather than fruitless competition.
This STEP focuses on four major connected themes:
? Investing in excellence in teaching, learning and research;
? increasing the relevance of skills and knowledge to meet national goals;
? enabling students and learners to access excellent and relevant tertiary education, and progress to higher levels of study and achievement; and
? enhancing capability and information quality in the tertiary system to support learning, teaching and research.
3. The notice published in the New Zealand Gazette,
2 August 2003, No. 94, page 2470, entitled Statement of Tertiary Education Priorities 2003, is revoked.
