Proposal to Make Regulations for Mandatory Energy Performance Standards

Pursuant to section 36 of the Energy Efficiency and Conservation Act 2000, the Minister of Energy gives the following notice.
The Minister of Energy proposes to recommend to Cabinet that Schedule 2 of the Energy Efficiency (Energy Using Products) Regulations 2002 be amended to remove single phase ducted air conditioners and air to air heat pumps from the list of product classes subject to mandatory energy performance labelling and replace or add references in Schedule 1 to New Zealand only standards for four product classes subject to mandatory energy performance standards with joint Australian/New Zealand Standards.
A period of public consultation on the proposed Regulations is also notified and details are given below.
The proposed amendments are as follows:
? To remove single-phase ducted air conditioners and air to air heat pumps from the list of product classes
subject to mandatory energy performance labelling requirements.
? To replace the minimum energy performance standard (MEPS) reference to NZS 4606, for storage water heaters (electrically heated), with AS/NZS 4692.2.
? To add the testing standard reference AS/NZS 4692.1, for storage water heaters (electrically heated), to the existing reference NZS 4606. This will allow the testing of storage water heaters (electricity heated) to either standard.
? To replace the MEPS reference to NZS 4602, for low pressure copper thermal storage electric water heaters, with AS/NZS 4692.2.
? To add the testing standard reference AS/NZS 4692.1, for low pressure copper thermal storage electric water heaters, to the existing standards NZS 4602. This will allow the testing of low pressure copper thermal storage electric water heaters to either standard.
? To replace the reference to NZHB 4782.2, minimum energy performance standards for tubular fluorescent lamps, with AS/NZS 4782.2.
? To replace the reference to IEC 60081, testing standards for tubular fluorescent lamps, with AS/NZS 4782.1.
? To replace the reference to NZHB 4783.2, ballasts for fluorescent lamps, with AS/NZS 4783.2.
The proposed Regulations will align the standards for electric water heaters, tubular fluorescent lamps and ballasts for fluorescent lamps with Australia, in accordance with the Trans-Tasman Mutual Recognition Arrangement, and to ensure the cost effective improvement of energy efficiency performance of these product classes.
