Under the Reserves Act 1977, the Community Relations Manager of the Auckland Conservancy of the Department of Conservation changes the classification of the reserve, described in the First Schedule, from a local purpose (road) reserve to a recreation reserve, subject to the provisions of the Act, and declares that the reserves described in the First and Second Schedules be known as and form part of the Highfield Garden Reserve.
