Draft Minerals Programme for Petroleum 2005

Pursuant to section 16 of the Crown Minerals Act 1991, the Draft Minerals Programme for Petroleum 2005 ("the programme") will be available for public inspection from Saturday, 26 June 2004, and any person may make submissions on the programme.
The programme outlines the proposed policies, procedures and provisions to be applied in respect of the allocation and management of petroleum, in particular:
(a) the efficient allocation of rights in respect of petroleum; and
(b) the Crown obtaining a fair financial return from petroleum.
The following items are included within the programme:
? An outline of the proposed policy framework within which decisions relating to the management of the country's petroleum resource are to be made.
? The proposed procedures for how the Crown will consult with tangata whenua, hapu and iwi as a Treaty partner in relation to the issue of new permits and ongoing matters under the Crown Minerals Act 1991.
? Land available for petroleum permit allocation and procedures for gaining access to land.
? Proposed methods of allocating petroleum permits, including matters to be taken into consideration when evaluating applications.
? The application of proposed conditions to the allocation of permits.
? Proposed procedures for granting changes to permits.
? Proposed procedures for coping with permit holders who do not comply with permit conditions.
? Proposed royalty provisions to apply to oil and gas production.
? A detailed summary of the reasons for and against adopting the proposed allocation framework.
? A detailed summary of the reasons for and against adopting the proposed royalty regime.
Hard copies of the programme have been forwarded to all major public libraries and to regional councils, on the request that they make the programme publicly available.
