Pursuant to section 78 of the Transport Act 1962, and pursuant to a sub-delegation to me by the Director of Land Transport Safety, I, Peter Graeme Croft, Manager Safer Roads, hereby authorise the installation and maintenance of experimental signs:
(i) in the form described in Schedule 1;
(ii) at the locations described in Schedule 2; and
(iii) for the period specified in Schedule 3.
These experimental signs shall be used for the purpose of evaluating their use as an alternative to warning signs described in Part II and sign V1 in Part V, Fourth Schedule of the Traffic Regulations 1976, and the experiment shall be called the Active Warning Signs Trial.
Schedule 1
Form of Signs
The signs shall have the meaning and be in the general form shown in the diagrams and described below:
Flashing Lights: Each sign will have a yellow display of light emitting diodes made to form a solid circle with an effective diameter of at least 90mm in the top left and top right corners of the sign. When displayed, the circles of light emitting diodes will flash alternately at a rate of 1 Hertz.
Sign A-Stock Crossing Sign: When lights are flashing, stock is crossing the road ahead and drivers will be required to slow and, if necessary, stop.
Shape and Size: Rectangle, 900mm wide x 1200mm high.
Background: Black.
Legend: Symbol of a cow (550mm wide x 400mm
high) above the words "PREPARE TO STOP" (height 100mm, stroke width 17mm) colour yellow (R).
Sign B-School Patrol Ahead: When lights are flashing, a school patrol is operating at a pedestrian crossing or school crossing point on the road ahead and drivers should slow and, if necessary, stop.
Shape and Size: Rectangle, 900mm wide x 1200 mm high.
Background: Black.
Legend: The words "SCHOOL PATROL" (height 80mm, stroke width 11mm) colour white (R) within a circle (diameter 450mm) colour red (R) above the words "PREPARE TO STOP" (height 100mm, stroke width 21mm) colour yellow-green (RF).
Sign C-School Bus: When the lights are flashing, the school bus (for the purpose of allowing children to board or alight) is about to stop, is stopped, or has stopped and is moving away:
(a) when the bus is stopped and the school bus sign is displayed, a driver approaching the bus from either direction must not pass the bus at a speed exceeding 20km/h; and
(b) at other times when the lights are flashing, drivers should slow their vehicles and be prepared to stop if necessary.
Option 1
Shape and Size: Rectangle, 570mm wide x 500mm high.
Background: Colour black.

Option 2
Shape and Size: Rectangle, 1200mm wide x 400mm high.
Background: Yellow-green (RF).
Legend: The words "SCHOOL BUS" (height 150mm stroke width 21mm) colour black.
Sign D-School Zone: When lights are flashing, children are travelling to or from the school located ahead and drivers should slow and be prepared, if necessary,
to stop.
Shape and Size: Rectangle, 900mm wide x 1200mm high.
Background: Black.

(1) Dimensions are minima.
(2) The letters after a colour indicate:
"R" the colour is made of retro-reflective material; and
"F" the colour must be fluorescent.

The signs shall be installed at the following localities:
Sign A
(a) Coonoor Road, Timaru District, on each approach
65 metres generally from the stock crossing located 90 metres northerly generally from Rockdale Road.
(b) Hughes Road, Invercargill District, on each approach 160 metres generally from the stock crossing located northerly generally from Coggins Road.
Sign B
(a) Dunns Road, Invercargill City, on each approach
100 metres generally from the Otatara School school crossing point.
(b) Queens Drive, Invercargill City, on each approach
65 metres generally from the Rosedale School pedestrian crossing.
(c) Herbert Street, Invercargill City, on each approach 65 metres generally from the Waihopai School pedestrian crossing.
(d) Wai-iti Road, Timaru District, on each approach
70 metres generally from the pedestrian crossing located between Broadway Avenue and Greenwood Avenue.
Sign C
(a) Buses used on the school bus route Pleasant Point-Washdyke School, Timaru District
(b) Buses used on the school bus route Temuka-Timaru, Timaru District.
Sign D
(a) Mill Road North, Invercargill City, on each approach 250 metres generally from Myross Bush School.
(b) Fairview Road, Timaru District, on each approach 250 metres generally from Fairview Road School.
(c) Pages Road, Timaru District, 50 metres generally east of Usk Street and 350 metres generally west of Usk Street.
Schedule 3
Duration of the Trial
The period of the active warning signs trial shall start after 14 June 2004 and shall end on 24 December 2005, unless otherwise notified in the New Zealand Gazette.
