Proposal to Make Regulations for Mandatory Energy Performance Standards

Pursuant to section 36 of the Energy Efficiency and Conservation Act 2000, the Minister of Energy gives the following notice.
The Minister of Energy proposes to recommend to Cabinet that Schedule 1 of the Energy Efficiency (Energy Using Products) Regulations 2002 be amended to introduce mandatory energy performance standards (MEPS) for a range of energy-using products, and to increase the stringency of MEPS for a number of other energy-using products.
A period of public consultation on the proposed Regulations is also notified and details are given below.
The proposed amendments are as follows:
? To introduce minimum energy performance standards for commercial refrigeration equipment as defined in AS1731:2003, for introduction on 1 October 2004.
? To introduce minimum energy performance standards for distribution transformers as defined in AS 2374
(oil filled) and AS 2375 (dry type), for introduction on
1 October 2004.
? To introduce minimum energy performance standards for single phase air conditioners as defined in AS/NZS 3823:2003, for introduction on 1 October 2004.
? To increase the stringency of minimum energy performance standards for single phase and three phase air conditioners as defined in AS/NZS 3823:2003 by October 2007.
? To increase the stringency of minimum energy performance standards for household refrigerators and freezers as defined in AS/NZS 4474.2-2001 on 1 January 2005.
The proposed Regulations will establish, or increase the stringency of, the minimum energy performance standards of these products to ensure alignment of standards with Australia, in accordance with the Trans-Tasman Mutual Recognition Arrangement, and to ensure the cost effective improvement of energy efficiency performance of these product classes.
