Notice of Appointment of Limited Statutory Managers at Hornby High School (338)

Pursuant to section 78M of the Education Act 1989, I direct the Secretary for Education to appoint two limited statutory managers to Hornby High School (338) because of risks to the operation of the school, the educational performance of the students and the confidence of the community in the school.
The following functions, powers and duties of the board are vested in the limited statutory manager (curriculum):
? Responsibility for curriculum management, including approval of and governance responsibility for programmes and policies related to teaching and learning and the pastoral care of students;
? ensuring that any new or changed systems of curriculum management and student pastoral care are incorporated into board policy and into principal management practice and staff practices; and
? provision of mentoring and support for the board and the principal in the area of curriculum management.
The following functions, powers and duties of the board are vested in the limited statutory manager (personnel):
? Responsibility for personnel management, including performance management and appraisal of the principal and staff;
? ensuring that any new or changed systems of personnel management are incorporated into board policy and into principal management practice; and
? provision of mentoring and support for the board and the principal in the area of personnel management.
The limited statutory managers must also advise the board on the following matter:
? Board/community relations.
The following condition applies to the exercising of the powers of the board and the limited statutory managers:
? The powers of the limited statutory managers shall be exercised in consultation with one another and with the board.
This notice takes effect the day after the date of publication of this notice.
