Special Needs Grant Amendment 2003

Pursuant to section 124 (1) (d) of the Social Security Act 1964, the Minister of Social Services and Employment establishes and approves the following amendment to the Special Needs Grant Programme (as established and approved on 18 December 1998).

A m e n d m e n t
1. Title-(1) This amendment is the Special Needs Grant Amendment 2003.
(2) In this amendment, the Special Needs Grant Programme is called "the programme".
2. Commencement-(1) Clause 3 of this amendment comes into effect on 1 July 2003.
(2) Clause 4 of this amendment comes into effect on the day after the date on which it is approved.
3. Definitions-(1) The definition of district in clause 18.5 of the programme is amended by omitting the expression "1974" and substituting the expression "2002".
(2) The definition of region in clause 18.5 of the programme is amended by omitting the expression "1974" and substituting the expression "2002".
4. Special assistance to the rural sector-Clause 18.8 of the programme is amended by inserting after the words "that person's income" wherever they occur, the words "which is more than $80 a week".

Explanatory Note
This note is not part of the amendment, but is intended to explain its general effect.
This amendment to Part 6 of the Special Needs Grant Programme (Special Assistance to the Rural Sector) introduces an abatement free zone of $80.00 a week. Where farmers earn in excess of $80.00 a week, the grant abates dollar for dollar. This amendment also consequentially amends the programme to take account of the Local Government Act 2002, the relevant sections of which come into force on 1 July 2003.
