Maritime Safety Authority of New Zealand (Functions and Duties) Notice 2003

Pursuant to section 431 (2) of the Maritime Transport Act 1994, the Minister of Transport gives the following notice.
N o t i c e
1. Title-This notice is the Maritime Safety Authority of New Zealand (Functions and Duties) Notice 2003.
2. Commencement-This notice comes into force on
18 April 2003.
3. Application-This notice applies to the Maritime Safety Authority of New Zealand (which is continued under section 429 of the Maritime Transport Act 1994).
4. Additional functions and duties-The Maritime Safety Authority of New Zealand is empowered to carry out the following functions and duties:
(a) To promote security in the maritime transport system by providing maritime security information and advice that is consistent with maritime security information and advice as may, from time to time, be provided by the International Maritime Organization; and
(b) to ensure New Zealand's preparedness for implementing, and ability to implement, amendments to the International Convention for the Safety of Life at Sea 1974 relating to maritime security, which were adopted on 12 December 2002; and
(c) for the purpose of performing the functions specified in paragraphs (a) and (b), to undertake any other duties that may be required.

Explanatory Note
This note is not part of the notice, but is intended to indicate its general effect.
This notice prescribes additional functions and duties for the Maritime Safety Authority of New Zealand, which relate to enhancing security in the maritime transport system.
The main purpose of this notice is to enable the Maritime Safety Authority to carry out preparatory work in anticipation of the enactment of a new Maritime Security Act, which will implement amendments to the International Convention for the Safety of Life at Sea 1974 relating to maritime security, adopted on 12 December 2002.
