Pursuant to section 78M of the Education Act 1989, I direct the Secretary for Education to appoint a limited statutory manager for Russell School because of risks to the operation of the school and the educational performance of the students at the school.
The following functions, powers and duties of the board are vested in the limited statutory manager:
? Managing all personnel issues;
? conducting the performance appraisal of the principal and staff;
? resolving any outstanding complaints relating to personnel issues;
? reviewing and implementing necessary changes to all personnel policies; and
? managing staff relationships.
The limited statutory manager must also advise the board on the following matters:
? Establishing effective operational procedures for the board of trustees; and
? developing and implementing strategies to manage relationships between staff and the principal.
This notice takes effect the day after the date of publication of this notice.
