Pursuant to section 61 (3) of the Transit New Zealand Act 1989 and section 72 (1) (j) of the Transport Act 1962, Transit New Zealand hereby makes the following bylaw.

1. Title and commencement-This bylaw may be cited
as the Transit New Zealand (Speed of Vehicles on State Highways) Bylaw 2003/8 and shall come into force 28 days after its publication in the New Zealand Gazette.
2. Interpretation-In this bylaw:
"vehicle" has the same meaning as in the Transport Act 1962.
3. Limiting speed of vehicles on State highways-No person shall drive or take or permit to be driven or taken any vehicle:
(a) at a speed exceeding 60 kilometres per hour on the sections of State highway described in the First Schedule to this bylaw; or
(b) at a speed exceeding 80 kilometres per hour on the sections of State highway described in the Second Schedule to this bylaw.
First Schedule
4. The section of State Highway No. 1 that is:
(a) At Hamilton, commencing at a point 40 metres north of Rotokauri Road, proceeding in a generally south easterly direction to a point 160 metres south of Killarney Road (Route Position 452/5.57 to Route Position 459/0.82); a distance of 3.77 kilometres.
(b) At Hamilton, commencing at a point 80 metres
north of the intersection of State Highway No. 1 (Greenwood Street/Kahikatea Drive) with Kahikatea Drive, proceeding in a generally easterly direction
to a point 40 metres north east of the intersection
of State Highway No. 1 (Lorne Street/Normandy Avenue) with State Highway No. 3 On Ramp (Normandy Avenue) (Route Position 459/1.72 to Route Position 462/0.57); a distance of 2.51 kilometres.
(c) At Hamilton, commencing at a point 180 metres west of Howell Avenue, proceeding in a generally easterly direction to a point 70 metres south of Riverlea Road (Route Position 463/2.43 to Route Position 467/0.64); a distance of 1.58 kilometres.
(d) At Tokoroa, commencing at a point 55 metres north of the northern abutment of the Whakauru Bridge, proceeding in a generally southerly direction to
a point 90 metres south of Mossop Road (Route Position 537/11.02 to Route Position 537/12.36); a distance of 1.34 kilometres.
5. The section of State Highway No. 2 that is at Matata, commencing at a point 420 metres north west of Kaokaoroa Street, proceeding in a generally south easterly direction to
a point 150 metres east of Pollen Street (Route Position 209/13.56 to Route Position 223/1.17); a distance of 1.95 kilometres.
6. The section of State Highway No. 3 that is:
(a) At Hamilton, commencing at Kahikatea Drive, proceeding in a generally southerly direction to Resthill Crescent (Route Position 0/0.0 to Route Position 0/2.17); a distance of 2.17 kilometres.
(b) At Hamilton (State Highway No. 3 On Ramp), commencing at the intersection of Normandy Avenue and Lorne Street, proceeding in a generally southerly direction to the intersection of Normandy Avenue and Ohaupo Road (Route Position 0/0.0 to Route Position 0/0.68); a distance of 680 metres.
7. The section of State Highway No. 5 that is at Rotorua, commencing at a point 80 metres north of Barnard Road, proceeding in a generally southerly direction to a point
80 metres south of Waiwhero Street (Route Position 29/18.36 to Route Position 47/3.14); a distance of 3.22 kilometres.
8. The section of State Highway No. 26 that is at Hamilton, commencing at Cambridge Road, proceeding in a generally easterly direction to a point 270 metres north east of Berkley Avenue (Route Position 0/0.0 to Route Position 0/0.72); a distance of 720 metres.
9. The section of State Highway No. 30 that is:
(a) At Rotorua, commencing at a point 720 metres north east of the intersection of State Highway No. 30 (Hemo Road) with State Highway No. 5 (Old Taupo Road), proceeding in a generally northerly direction to Sala Street (Route Position 144/0.72 to Route Position 144/1.13); a distance of 4.0 metres.
(b) At Rotorua, commencing at Tarawera Road, proceeding in a generally northerly direction to a point 90 metres north of Coulter Road (Route Position 147/1.11 to Route Position 147/4.19); a distance of 3.08 kilometres.
Second Schedule
10. The section of State Highway No. 1 that is:
(a) At Ohinewai, commencing at a point 380 metres north of Tahuna Road, proceeding in a generally southerly direction to a point 740 metres south of Tahuna Road (Route Position 412/7.79 to Route Position 412/8.91); a distance of 1.12 kilometres.
(b) At Horotiu, commencing at a point 80 metres north of Horotiu Road, proceeding in a generally southerly direction to a point 70 metres south of Horotiu Bridge Road (Route Position 442/6.02 to Route Position 442/6.81); a distance of 790 metres.
(c) At Hamilton, commencing at a point 180 metres north of Te Kowhai Road, proceeding in a generally southerly direction to a point 40 metres north of Rotokauri Road (Route Position 452/1.82 to Route Position 452/5.57); a distance of 3.75 kilometres.
(d) At Hamilton, commencing at a point 160 metres south of Killarney Road, proceeding in a generally southerly direction to a point 80 metres north of Kahikatea Drive (Route Position 459/0.82 to Route Position 459/1.72); a distance of 900 metres.
(e) At Hamilton, commencing at a point 40 metres north east of the intersection of State Highway No. 1 (Lorne Street/Normandy Avenue) with State Highway No. 3 (Normandy Avenue), proceeding in an easterly direction to a point 180 metres west of Howell Avenue (Route Position 462/0.57 to Route Position 463/2.43); a distance of 2.80 kilometres.
(f) At Hamilton, commencing at a point 70 metres south of Riverlea Road, proceeding in a generally southerly direction to a point 170 metres north of Annebrook Road (Route Position 467/0.64 to Route Position 468/0.48); a distance of 840 metres.
(g) At Cambridge, commencing at a point 20 metres west of Dominion Avenue, proceeding in a generally southerly direction to a point 50 metres south of Shakespeare Street (Route Position 478/7.03 to Route Position 485/0.35); a distance of 530 metres.
(h) At Taupo, commencing at a point 500 metres north of Huka Falls Loop Road at its southern junction with State Highway No. 1, proceeding in a generally southerly direction to a point 100 metres north of Norman Smith Street (Route Position 606/5.94
to Route Position 606/7.33); a distance of 1.39 kilometres.
(i) At Tokoroa, commencing at a point 90 metres south of Mossop Road, proceeding in a generally southerly direction to a point 150 metres south of Moffat
Road (Route Position 537/12.36 to Route Position 550/1.34); a distance of 1.58 kilometres.
(j) At Turangi, from a point 380 metres north of Gosling Drive, extending in a generally southerly direction to a point 360 metres south of Pihanga Road (Route Position 656/6.99 to Route Position 656/8.90); a distance of 1.91 kilometres.
11. The section of State Highway No. 2 that is:
(a) At Mangatawhiri, commencing at a point 150 metres west of Koheroa Road, proceeding in a generally south easterly direction to a point 150 metres east
of McKenzie Road (Route Position 0/9.11 to Route Position 0/10.21); a distance of 1.10 kilometres.
(b) At Te Puna, commencing at a point 180 metres east of Loop Road, proceeding in a generally easterly direction to a point 360 metres east of Te Puna
Road (Route Position 130/13.70 to Route Position 130/14.62); a distance of 920 metres.
(c) At Bethlehem, commencing at a point 370 metres east of Bethlehem Road, proceeding in a generally easterly direction to a point at Takitumu Drive overbridge (Route Position 146/2.08 to Route Position 146/5.43); a distance of 3.35 kilometres.
(d) At Te Puke, commencing at a point 280 metres north west of No. 1 Road, proceeding in a generally south easterly direction to a point 300 metres south east of No. 1 Road (Route Position 180/1.64 to Route Position 180/2.22); a distance of 580 metres.
12. The section of State Highway No. 3 that is:
(a) At Rukuhia, commencing at a point 360 metres north of Rukuhia Road, proceeding in a generally southerly direction to a point 680 metres south of Rukuhia Road (Route Position 5/0.35 to Route Position 5/1.39); a distance of 1.04 kilometres.
(b) At Te Awamutu, commencing at a point 220 metres south of Turere Lane, proceeding in a generally southerly direction to a point 210 metres north
of Herbert Street, Kihikihi (Route Position 16/12.66 to Route Position 16/14.16); a distance of 1.50 kilometres.
13. The section of State Highway No. 5 that is:
(a) At Ngongotaha, commencing at a point 100 metres north west of Ngongotaha Road, proceeding in a generally south easterly direction to a point 520 metres north of Barnard Road (Route Position 29/15.86 to Route Position 29/17.92); a distance of 2.06 kilometres.
(b) At Rotorua, commencing at the intersection of
State Highway No. 5 (Old Taupo Road) with State Highway No. 30 (Hemo Road), proceeding in a generally southerly direction on the common section of State Highways No. 5 and No. 30 to a point 310 metres south of the intersection of State Highway No. 5 (Old Taupo Road) with State Highway No. 30 (Hemo Road) (Route Position 50/3.38 to Route Position 54/0.31); a distance of 350 metres.
(c) At Reporoa, commencing at a point 610 metres north of Reporoa Road, proceeding in a generally southerly direction to a point 330 metres south of Reporoa Road (Route Position 77.13.98 to Route Position 77/14.92); a distance of 940 metres.
(d) At Golden Springs, commencing at a point 140 metres north of Aard Avenue, proceeding in a generally southerly direction to a point 570 metres south of Aard Avenue (Route Position 77/18.97 to Route Position 77/19.68); a distance of 710 metres.
14. The section of State Highway No. 23 that is at Whatawhata, commencing at a point 50 metres east of Egan Road, proceeding in a generally westerly direction to a point 100 metres west of Horotiu Road (Route Position 3/6.18 to Route Position 3/7.01); a distance of 83 metres.
15. The section of State Highway No. 25 at Coromandel, from a point 250 metres south of McQuoid Road, extending in a generally northerly direction, then a generally easterly direction to a point 200 metres east of the intersection with Tiki Road (Route Position 72/9.69 to Route Position 84/0.20); a distance of 2.09 kilometres.
16. The section of State Highway No. 26 that is at Hamilton, commencing at a point 270 metres north east of Berkley Avenue, proceeding in a generally easterly direction to a point 160 metres north east of Ruakura Station Road (Route Position 0/0.72 to Route Position 1/2.41); a distance of 2.74 kilometres.
17. The section of State Highway No. 30 that is:
(a) At Rotorua, commencing at the intersection of State Highway No. 30 (Hemo Road) with State Highway No. 5 (Old Taupo Road), proceeding in a generally north easterly direction to a point 720 metres north east of the intersection of State Highway No. 30 (Hemo Road) with State Highway No. 5 (Old Taupo Road) (Route Position 144/0.00 to Route Position 144/0.72); a distance of 720 metres.
(b) At Rotorua, commencing at a point 80 metres north of Alfred Road, proceeding in a generally northerly direction to a point 140 metres north of Rotokawa Road (Route Position 147/5.72 to Route Position 147/7.15); a distance of 1.43 kilometres.
(c) At Ruato/Rotoiti, commencing at a point 380 metres west of Lake Okataina Road, proceeding in a generally easterly direction to a point 140 metres east of Tamatea Street (Route Position 158/10.98 to Route Position 170/6.40); a distance of 6.78 kilometres.
18. The section of State Highway No. 35 that is near Opotiki, commencing at a point 100 metres west of Tirohanga Road, proceeding in a generally easterly direction to a point 1.16 kilometres east of Tirohanga Road (Route Position 0/6.99 to Route Position 0/8.25); a distance of 1.26 kilometres.
This bylaw was made by resolution passed by the Transit New Zealand Authority at a meeting held in Wellington on 9 April 2003.
