Pursuant to section 61 (3) of the Transit New Zealand Act 1989 and section 72 (1) (j) of the Transport Act 1962, Transit New Zealand hereby makes the following bylaw.
B y l a w
1. Title and commencement-This bylaw may be cited as the Transit New Zealand (Speed of Vehicles on State Highways) Bylaw 2003/10 and shall come into force 28 days after its publication in the New Zealand Gazette.
2. Interpretation-In this bylaw:
"vehicle" has the same meaning as in the Transport Act 1962.
3. Limiting speed of vehicles on State highways?No person shall drive or take or permit to be driven or taken any vehicle:
(a) at a speed exceeding 50 kilometres per hour on the sections of State highways described in the First Schedule to this bylaw; or
(b) at a speed exceeding 60 kilometres per hour on the sections of State highways described in the Second Schedule to this bylaw; or
(c) at a speed exceeding 80 kilometres per hour on the sections of State highways described in the Third Schedule to this bylaw.
First Schedule
4. The section of State Highway No. 74 that is the Lyttelton tunnel proper, commencing at a point 50 metres in
a north-westerly direction from the Heathcote Valley Underpass and extending in a generally southerly direction to the north side of the intersection with Norwich Quay (Route Position 18/1.45 to Route Position 22/0.01); a distance of 2.27 kilometres.
Second Schedule
5. The section of State Highway No. 1 that is:
(a) At Christchurch City, from a point 120 metres measured generally north of the intersection
with Dickeys Road and extending generally in a southerly direction to the intersection with State Highway No. 74 (Route Position 327/2.96 to Route Position 332/0.00); a distance of approximately 1.83 kilometres.
(b) At Christchurch City, from a point 50 metres generally in a north-easterly direction from the intersection with Yaldhurst Road and extending generally in a south-westerly direction to a point on Carmen Road 50 metres measured generally in a north-easterly direction from the intersection of Buchanans Road (Route Position 332/11.88 to Route Position 344/1.31); a distance of 1.35 kilometres.
6. The section of State Highway No. 6 that is at Punakaiki in Buller District, from a point 1.10 kilometres south of the northern abutment of the Porarari River Bridge to a point 660 metres north of the northern abutment of the Punakaiki River Bridge (Route Position 374/12.01 to Route Position 374/12.62); a distance of 610 metres.
7. The section of State Highway No. 73 that is:
(a) At Christchurch, from the intersection with State Highway No. 74 (Waltham Road), extending in a generally westerly direction to a point located 80 metres generally west of the intersection with Barrington Street (Route Position 0/0.00 to Route Position 0/3.10); a distance of 3.10 kilometres.
(b) At Christchurch on Blenheim Road/Main South Road, from the Curletts Road/Blenheim Road intersection, extending in a generally south-westerly direction to a point on Main South Road 100 metres generally in an easterly direction from Brynley Street (Route Position 6/1.28 to Route Position 6/4.67); a distance of 3.39 kilometres.
(c) At Christchurch on Yaldhurst Road, from the intersection with Masham Road, extending in a generally westerly direction to a point located 120 metres generally west of the intersection with Russley Road/Masham Road (Route Position 14/0.00 to Route Position 14/0.12); a distance of 120 metres.
8. The section of State Highway No. 74 that is:
(a) At Christchurch City, from the intersection with State Highway No. 1 and extending generally in a southerly direction to a point located on Cranford Street 300 metres generally north-west of McFaddens Road (Route Position 0/0.00 to Route Position 0/5.70); a distance of approximately 5.70 kilometres.
(b) At Christchurch City (Brougham Street), from the intersection with Waltham Road, extending in a generally south-easterly direction to a point located 100 metres generally north-west of the south-eastern intersection with Opawa Road (Route Position 12/0.00 to Route Position 12/1.94); a distance of 1.94 kilometres.
9. The section of State Highway No. 75 at Christchurch City, from a point located at the intersection with Dunbars Road, and extending generally in a south-westerly direction to a point on Halswell Road 50 metres generally south of the intersection with Candys Road (Route Position 0/4.00 to Route Position 0/7.08); a distance of approximately 3.13 kilometres.
Third Schedule
10. The section of State Highway No. 1 that is:
(a) At Waikuku in Waimakariri District, from a point located 87 metres in a generally north-westerly direction from Waikuku Beach Road and extending in a generally south-westerly direction to a point approximately 40 metres in a generally south-westerly direction from Gressons Road (Route Position 311/1.27 to Route Position 311/2.21); a distance of 933 metres.
(b) At Christchurch, from a point located 220 metres
in a westerly direction from Connemara Drive to a point located in a south-westerly direction 120 metres from Ryans Road (Route Position 332/1.06 to Route Position 332/11.12); a distance of 10.06 kilometres.
(c) At Christchurch, from a point located 110 metres
in a generally south-westerly direction from the intersection of Parker Street/Seymour Street to a point located 600 metres in a north-easterly direction from the intersection of Marshes Road (Route Position 347/0.88 to Route Position 347/2.68); a distance of 1.80 kilometres.
(d) At Rolleston in Selwyn District, from a point located 700 metres generally in a north-easterly direction from the intersection with Springston-Lincoln
Road to a point located 300 metres generally in a south-westerly direction from the intersection with Springston-Lincoln Road (Route Position 365/2.00 to Route Position 365/3.00); a distance of approximately 1 kilometre.
(e) At Orari in Timaru District, from a point located 360 metres generally in a northerly direction from the intersection with Orari Station Road and extending generally in a southerly direction to a point 340 metres generally in a southerly direction from the intersection with Orari Station Road (Route Position 465/10.02 to Route Position 465/10.72); a distance of approximately 700 metres.
(f) At Arowhenua in Timaru District, from a point located 230 metres in a generally southerly direction from the centreline of Waitohi Road to a point located 40 metres in a northerly direction from the northern abutment of the Opihi River Bridge (Route Position 481/7.10 to Route Position 481/8.87); a distance of 1.8 kilometres.
11. The section of State Highway No. 6 that is:
(a) At Punakaiki in Buller District, from a point 240 metres north of the northern abutment of the Porarari River Bridge to a point 1.10 kilometres south of the northern abutment of the Porarari River Bridge (Route Position 374/10.67 to Route Position 374/12.01); a distance of 1.34 kilometres.
(b) At Punakaiki in Buller District, from a point 660 metres north of the northern abutment of the Punakaiki River Bridge to a point 720 metres south of the northern abutment of the Punakaiki River Bridge (Route Position 374/12.62 to Route Position 388/0.72); a distance of 1.38 kilometres.
(c) At Paroa in Grey District, from a point located
70 metres generally in a southerly direction from the intersection with Clough Road to a point located generally in a southerly direction 150 metres from the intersection with Rutherglen Road (Route Position 430/6.80 to Route Position 430/8.67); a distance of 1.87 kilometres.
(d) At Hokitika in Westland District, from a 950 metres measured generally in a north-easterly direction from the intersection of Richards Drive to a
point approximately 150 metres measured generally in a southerly direction from the intersection with Richards Drive (Route Position 463/5.25 to Route Position 463/6.35); a distance of 1.10 kilometres.
12. The section of State Highway No. 7 that is:
(a) At Ikamatua in Buller District, from a point located 1.1 kilometres generally in a south-westerly direction from the intersection with Snowy Road to a point located 240 metres generally in a south-westerly direction from the intersection with Golf Links
Road (Route Position 212/9.40 to Route Position 212/11.59); a distance of 2.19 kilometres.
(b) At Totara Flat in Grey District, from a point 160 metres generally north-east of its junction with Granville Road to a point 950 metres generally south-west of its junction with Granville Road (Route Position 224/5.10 to Route Position 224/6.20); a distance of 1.10 kilometres.
(c) At Ngahere in Grey District, from a point located 310 metres generally in a south-westerly direction from the intersection with Nelson Creek Road to a point located approximately 180 metres generally
in a northerly direction from Red Jacks Creek Bridge (Route Position 239/8.97 to Route Position 239/10.41); a distance of 1.44 kilometres.
(d) At Kaiata in Grey District, from a point 480 metres measured generally in a north-westerly direction from Omoto Valley Road to a point 340 metres in an easterly direction from the intersection with State Highway No. 6 (Route Position 255/15.13 to Route Position 255/17.56); a distance of 2.43 kilometres.
13. The section of State Highway No. 8 that is:
(a) At Fairlie, from a point 100 metres generally north-west of Alloway Street and extending in a north-westerly direction to a point located 110 metres generally north-west of Opihi Street (Route Position 57/0.82 to Route Position 57/1.64; a distance of approximately 820 metres.
(b) At Kimbell in Mackenzie District, from a point 620 metres measured in a generally south-easterly direction from Stanton Road and extending in
a generally north-westerly direction to a point approximately 50 metres in a north-westerly direction from Stanton Road (Route Position 57/7.92 to Route Position 57/8.60); a distance of 680 metres.
(c) At Burke Pass in Mackenzie District, from a point located 220 metres generally in a north-easterly direction from the intersection with Rollesby Valley Road to a point located 350 metres generally in
a south-westerly direction from the intersection
with Rollesby Valley Road (Route Position 73/4.73 to Route Position 73/5.30); a distance of 0.57 kilometres.
14. The section of State Highway No. 67 at Birchfield in Buller District, from a point 380 metres measured in a generally northerly direction from Big Ditch Bridge to
a point 1.01 kilometres measured in a generally southerly direction from Jones Creek Bridge (Route Position 14/13.26 to Route Position 14/14.26); a distance of 1 kilometre.
15. The section of State Highway No. 73 at West Melton in Selwyn District, from a point 250 metres measured in an easterly direction from the eastern boundary of the northern section of Weedons Ross Road to a point 400 metres measured in a westerly direction from the western boundary of the northern section of Weedons Ross Road (Route Position 15/2.15 to Route Position 15/2.80); a distance of 670 metres.
16. The section of State Highway No. 75 that is at Halswell, from a point located 50 metres south-west of Templetons Road to a point located at the intersection of the north-eastern boundary of Dunbars Road (Route Position 0/2.77 to Route Position 0/4.00); a distance of 1.23 kilometres.
17. The section of State Highway No. 77 at Darfield in Selwyn District, from a point located 160 metres generally in a westerly direction from the intersection with
Piako Drive to a point located approximately 50 metres
generally in a westerly direction from the intersection with McLaughlins Road (Route Position 79/13.50 to Route Position 79/14.74); a distance of 1.24 kilometres.
This bylaw was made by resolution passed at a meeting
of the Transit New Zealand Authority held in Wellington on 9 April 2003.
