Under the Conservation Act 1987 and the Reserves Act 1977, the Conservator of the East Coast/Hawke's Bay Conservancy of the Department of Conservation declares the conservation area described in the Schedule to be
a reserve under the Reserves Act 1977, to have the classification as a local purpose (wildlife) reserve, and appoints the Napier City Council to control and manage
the reserve for local purpose (wildlife) purposes.
