Mano Establishment
Pursuant to sections 146 and 156 of the Education Act 1989, the Minister of Education hereby gives the following notice.
N o t i c e
1. This notice may be cited as Te Kura-o-Whakatupuranga Rua Mano establishment.
2. This notice shall come into force the day after its publication in the New Zealand Gazette.
3. I hereby establish in Otaki a composite (Years 1 to 13) school called Te Kura-o-Whakatupuranga Rua Mano and designate the school as a designated character school.
4. Aims, purposes and objectives of Te Kura-o-Whakatupuranga Rua Mano-The following aims, purposes and objectives constitute the character of Te Kura-o-Whakatupuranga Rua Mano.
Aims:
To provide a kura-a-iwi whose language of instruction and play is te reo Maori, whose operations are grounded in tikanga Maori and which, together with the whanau, hapu and iwi of our tamariki, will strive to ensure that we produce young people:
? who have an excellent competency in te reo Maori
and matauranga Maori, with a particular emphasis on
Awa-, Raukawa- and Toarangatira-tanga;
? who are high achievers and able to make choices about their future; and
? who are able to contribute to their whanau, hapu
and iwi.
In order to achieve this aim, at a fundamental level, the kura would require support from whanau including that:
(a) the parents and the wider whanau must be prepared to play an active role in the life of the kura and must be committed to its aims.
(b) the parents must be committed to developing and providing a reo Maori environment at home.
Purposes:
To provide an educational environment that promotes the educational vision, goals, objectives, management and
self-determination of Te Ati Awa, Ngati Raukawa and
Ngati Toarangatira. In doing so, Te Kura-o-Whakatupuranga Rua Mano will contribute to closing the gap in educational outcomes between Maori and pakeha:
(a) It is intended to provide for tamariki from new entrants to Year 13. Priority will be given to the tamariki of Te Ati Awa, Ngati Raukawa and Ngati Toarangatira, but if places are available for other children, they will also be considered.
(b) The parents and the wider whanau must be prepared to play an active role in the life of the kura and must be committed to its vision.
(c) The parents must be committed to developing and providing a reo Maori environment at home.
Objectives:
He aha te mea nui - he tangata, he tangata, he tangata.
The Te Kura-o-Whakatupuranga Rua Mano whanau are strong advocates of the philosophy that the whanau
are empowered to be the governors, managers and deliverers of their children's education. All whanau members therefore are contracted to accept the responsibility to ensure that this kura option is a successful option for their children. In practice this means that the kura will adopt a whanau approach to ensure that:
(a) Matauranga Maori will form the foundation from which the curriculum is developed, to enable people to see the world through Maori eyes;
(b) the National Education Guidelines are followed and a range of subjects are taught through the medium of te reo Maori;
(c) the whanau of the tamariki are fully involved in the education of their children and are responsible for the kura;
(d) the children of the kura will be fluent in te reo Maori and exponents of Matauranga Maori, particularly of that which is Te Ati Awa, Ngati Raukawa and Ngati Toarangatira. Those students whose reo is weak or who may struggle with a total immersion environment will be assisted to develop the required reo capacity;
(e) the children will be high achievers academically, spiritually and culturally, and their academic achievements will give them a choice for tertiary education;
(f) the special needs and abilities of students are catered for within a Maori learning environment;
(g) the children will be equipped to become contributors to their whanau, hapu and iwi;
(h) an appropriate reo Maori environment will be developed in the home of the children;
(i) all prospective students and their whanau will be interviewed and will go through a hikoitanga (induction process) prior to acceptance; and
(j) all prospective kaiako and whanau will be interviewed and will go through a hikoitanga (induction process) prior to acceptance.
5. Constitution of the board of trustees-The board of trustees of Te Kura-o-Whakatupuranga Rua Mano shall comprise:
(a) Five people appointed by the Minister.
(b) The principal or principal designate.
(c) Not more than four persons co-opted by the board.
