Pursuant to section 61 (3) of the Transit New Zealand Act 1989 and section 72 (1) (j) of the Transport Act 1962, Transit New Zealand hereby makes the following bylaw.

1. Title and commencement-This bylaw may be cited as the Transit New Zealand (Speed of Vehicles on State Highways) Bylaw 2002/10 and shall come into force
28 days after its publication in the New Zealand Gazette.
2. Interpretation-In this bylaw:
"Vehicle" has the same meaning as in the Transport Act 1962.
3. Limiting speed of vehicles on State highways-
No person shall drive or take or permit to be driven or taken any vehicle:
(a) at a speed exceeding 60 kilometres per hour on the sections of State highway described in the First Schedule to this bylaw; or
(b) at a speed exceeding 80 kilometres per hour on the sections of State highway described in the Second Schedule to this bylaw.
First Schedule
4. That section of State Highway No. 1 that is at Ohaeawai, commencing at a point (Route Position 83/5.36) approximately 340 metres north-west of the junction with State Highway No. 12 and extending in a generally
south-easterly direction to a point (Route Position 88/0.30) approximately 300 metres east of the junction with State Highway No. 12; a distance of 640 metres.
5. That section of State Highway No. 12 that is at Ohaeawai, commencing at a point (Route Position 0/0.00) at the junction with State Highway No. 1 and extending in a generally south-westerly direction to a point (Route Position 0/0.42) approximately 50 metres west of Remuera Settlement Road; a distance of 420 metres.
6. That section of State Highway No. 16 that is at Kumeu and Huapai, commencing at a point (Route Position 19/7.46) approximately 50 metres south-east of Old Railway Road and extending in a generally north-westerly direction to a point (Route Position 19/10.56) approximately 75 metres north-west of Trigg Road; a distance of 3.1 kilometres.
Second Schedule
7. The section of State Highway No. 1 that is:
(a) At Moerewa, commencing at a point (Route Position 96/8.35) approximately 330 metres east of Sir William Hale Crescent and extending in a generally easterly direction to a point (Route Position 96/9.78) approximately 123 metres east of the eastern intersection with Taumatamakuku Settlement Road; a distance of 1.43 kilometres.
(b) At Whangarei, commencing at the southern limit of the existing 50 kilometres an hour speed restriction at a point (Route Position 165/1.73) approximately 130 metres south of Murdoch Crescent and extending in a southerly direction to a point (Route Position 167/1.22) approximately 130 metres south of Toetoe Road; a distance of 1.98 kilometres.
(c) At Silverdale, commencing at the southern limit of the existing 50 kilometres an hour speed restriction at a point (Route Position 288/8.49) 105 metres south of Moffat Road and extending in a southerly direction to a point (Route Position 288/12.04) approximately 1.04 kilometres south of East Coast Road; a distance of 3.56 kilometres.
(d) At Dairy Flat, commencing at a point (Route Position 303/1.68) approximately 900 metres north of Richards Road and extending in a generally southerly direction to a point (Route Position 303/2.38) approximately 200 metres north of Richards Road; a distance of 700 metres.
(e) At Albany, commencing at a point (Route
Position 303/8.73) approximately 130 metres south of Foley Quarry Road and extending in a generally south-easterly direction to a point (Route Position 312/2.43) approximately 20 metres west of Stevensons Crescent; a distance of 2.65 kilometres.
(f) At Albany, commencing at a point (Route Position 312/3.51) at the Albany Highway/Oteha Valley Road intersection and extending in a generally south-easterly direction to a point (Route Position 312/6.22) approximately 150 metres south of the southern abutment of the Rosedale Road Overbridge; a distance of 2.71 kilometres.
(g) The Auckland Harbour Bridge and approaches:
(i) In the southbound direction, commencing at a point (Route Position 326/3.53) approximately 45 metres south of the southern abutment of the Onepoto Stream Bridge and extending to a point (Route Position 326/8.49) at the Wellington Street Underpass; a distance of 4.96 kilometres.
(ii) In the northbound direction, commencing at a point (Route Position 326/8.49) at the Wellington Street Underpass and extending to a point (Route Position 326/3.77) approximately 305 metres south of the southern abutment of the Onepoto Stream Bridge; a distance of 4.72 kilometres.
8. That section of State Highway No. 16 at Waitakere City/Rodney District, commencing at a point (Route Position 19/0.20) approximately 290 metres east of Fernhill Drive and extending in a generally northerly direction to a point (Route Position 19/7.46) 50 metres south-east of Old Railway Road; a distance of 7.26 kilometres.
9. That section of State Highway No. 17 at Silverdale, commencing at its junction with State Highway No. 1 at the Silverdale Interchange (Reference Station 16) and extending in a generally southerly direction to a point (Route Position 16/0.11) 110 metres south of the Silverdale Interchange; a distance of 110 metres.
10. That section of State Highway No. 18 at North Shore City, commencing at a point (Route Position 0/0.30) approximately 270 metres east of Caribbean Drive and extending in a generally westerly direction to a point (Route Position 0/2.20) approximately 150 metres east of the Albany Highway; a distance of 1.9 kilometres.
11. That section of State Highway No. 20 at Manukau City, commencing at a point on Wiri Station Road (Route Position 0/2.62) 50 metres west of Ash Road and extending along Wiri Station Road in a generally south-westerly direction for a distance of 940 metres to the intersection
of Wiri Station Road and Roscommon Road, along Roscommon Road in a generally north-westerly direction for a distance of approximately 700 metres, thence along State Highway No. 20 in a generally north-westerly direction to a point (Route Position 0/5.01) 340 metres south-east of the intersection of State Highway No. 20 and Puhinui Road; a total distance of 2.39 kilometres.
This bylaw was made by resolution passed by the Transit New Zealand Authority at a meeting held in Wellington on 3 April 2002.
