Rules of Casino Table Games, Amendment No. 11

Pursuant to section 63 of the Casino Control Act 1990, the Casino Control Authority has resolved that the Rules of Casino Table Games approved to be conducted and played in the licensed casinos referred to in Schedule 4 to this notice, as set out in the editions of the New Zealand Gazette referred to in Schedule 5, be further amended as follows:
(a) by resolution dated 29 June 2001, as set out in Schedule 1;
(b) by resolution dated 27 July 2001, as set out in Schedule 2; and
(c) by resolution dated 21 September 2001, as set out in Schedule 3.

Schedule 1
A m e n d m e n t s
1. Commencement-These amendments shall come into force on 1 October 2001.
2. Division 1 - General Rules
Section 19 - Disputes/Complaints
2.1 Rule 19.1 of this division is deleted and the following rule substituted:
"19.1 Complainants in all unresolved disputes shall be advised of their right to make a complaint to a Government inspector in relation to the conduct of gaming."
3. Division 2 - Blackjack
Section 14 - Wagering on Boxes
3.1 Section 14 of this division is amended by inserting, after rule 14.6, the following rule:
"14.7 The casino operator may, at its discretion, restrict the number of boxes a player may wager on."
Section 16 - Irregularities
3.2 Rule 16.5 of this division is deleted and the following rule substituted:
"16.5 Subject to these rules, should any error occur during any round due to the incorrect dealing or placement of a card or cards, every effort shall be made to reconstruct the round in such a way as to cause the sequence of cards dealt to be as it should have been had the error not occurred and, in the event that a reconstruction takes place, the casino operator and the players shall abide by the consequences.
Should it not be possible to reconstruct the round:
(a) the casino operator shall declare the hand or hands affected by the error void; and
(b) unless all of the players' hands are voided pursuant to this rule, the dealer's hand shall be reconstructed to the extent possible and (if necessary) completed by the drawing of further cards.
Where a hand is voided under this rule the cards dealt to it shall be removed to the discard rack and any wagers on it shall be void and be returned to the player or players concerned.
All hands dealt subsequent to any such error shall stand as dealt."
Division 6 - Caribbean Stud Poker
Section 11 - Progressive Jackpot
4.1 Rule 11.6 of this division is deleted and the following rules 11.6 - 11.6C substituted:
"11.6 The jackpot prize pool to be distributed to players shall be established as provided by this part. The pool shall consist of:
(a) all jackpot wagers, less such portion of such wagers as the casino operator, with the approval of the Authority, retains; and
(b) such further sum or sums as the casino operator may from time to time contribute to the pool or any part of it.
11.6A The casino operator may (with the Authority's approval) divide the jackpot prize pool into two separate
sub-pools:
(a) one for the payment of winning Flush, Full House, and 4 of a Kind hands (the "Minor Prize Pool"); and
(b) the other for the payment of winning Straight Flush and Royal Flush hands (the "Major Prize Pool").
On granting its approval the Authority may impose such conditions as it thinks fit. The rate of increment to each sub-pool established under this rule shall be approved, and may be varied, by the Authority.
11.6B The casino operator may (with the Authority's approval) combine the separate sub-pools established pursuant to rule 11.6A into a single jackpot prize pool. On granting its approval the Authority may impose such conditions as it thinks fit.
11.6C Where the casino operator has established separate jackpot sub-pools pursuant to rule 11.6A, the following rules in this division shall be modified as follows:
(a) rule 3.5 (a) is amended by inserting, after the words "prize pool", the words "and of each jackpot
sub-pool";
(b) rule 3.5 (b) is amended by substituting "the amount of the Major Prize Pool" for "the amount of the jackpot";
(c) rules 11.9 (a) and (b) are each amended by substituting the words "Major Prize Pool" for "jackpot";
(d) rule 11.10 is deleted and the following rule substituted:
"11.10 If 2 or more hands qualify for a progressive jackpot payout from the Major Prize Pool during a round of play at the same table:
(a) all Straight Flushes (if any) shall first be paid in accordance with subparagraph (b) of rule 11.9;
(b) all Royal Flushes (if any) shall receive the greater of either:
(i) $10,000, or
(ii) an equal share (if there are 2 or more Royal Flushes), or the whole (if there is only 1), of the Major Prize Pool, being the amount remaining in the pool after deduction of the payouts (if any) referred to in the preceding subparagraph of this rule.";
(e) rule 11.11 is amended by inserting the words "from the Major Prize Pool" after "jackpot payout", and by deleting the words "jackpot prize";
(f) rule 11.14 is amended by inserting the words "from the Major Prize Pool" after "payout".
Section 12 - Irregularities
4.2 Rule 12.11 of this division is amended by deleting the words "made during the round, or the wagers".
4.3 Rule 12.15 of this division is amended by deleting the words "and none of the dealer's face down cards has been revealed".
5. Division 8 - Roulette
Section 3 - Wagers
5.1 Rule 3.8 of this division is deleted and the following rule substituted:
"3.8 Subject to the proviso contained in this rule:
(a) each wager shall be settled in accordance with its position on the layout when the ball falls to rest in a compartment of the wheel; and
(b) for the purposes of this rule, any wager touching a line or lines on the layout shall be treated as though the wager was placed on that line or those lines (as the case may be).
Proviso: the casino operator may modify the application of this rule if it is apparent that:
(i) the wager has been accidentally moved or misplaced by the dealer (except in the case of bets placed incorrectly on the layout by the dealer as the result of a call bet from a patron); or
(ii) the wager has been accidentally moved by another patron,
in which event the wager shall be settled in accordance with its original placement."
6. Division 9 - Tai-Sai
Index
6.1 The index to this division is amended by:
(a) numbering the appendix as "Appendix 1";
(b) adding the words "Appendix 2 Tai-Sai Table Layout (Alternative)" at the end.
Section 3 - Table Layout and Equipment
6.2 Rule 3.2 of this division is amended by substituting the words "either of the appendices" for "the appendix".
Section 4 - Wagers
6.3 Rule 4.1 of this division is amended by inserting, after rule 4.1 (h), the following:
"And, where the alternative layout as shown in Appendix 2 is used:
(i) "Three Dice Combinations", being a wager on any one of the following specific three dice combinations of:
1, 1, and 2, 3, 4, 5 or 6
2, 2, and 1, 3, 4, 5 or 6
3, 3, and 1, 2, 4, 5 or 6
4, 4, and 1, 2, 3, 5 or 6
5, 5, and 1, 2, 3, 4 or 6
6, 6, and 1, 2, 3, 4 or 5
1, 2, and 3, 4, 5, or 6
1, 3, and 4, 5 or 6
1, 4, and 5 or 6
1, 5 and 6
2, 3, and 4, 5 or 6
2, 4, and 5 or 6
2, 5 or 6

which shall:
(i) win if that combination appears on the three dice, and
(ii) lose if any other combination appears;
(j) "Four Number Combinations", being a wager on any one of the following four number combinations of 6, 5, 4, 3 or 6, 5, 3, 2 or 5, 4, 3, 2 or 4, 3, 2, 1, which shall:
(i) win if the three dice show 3 of the 4 of those numbers, and
(ii) otherwise lose;
(k) "Odd", being a wager which shall:
(i) win if any of the totals 5, 7, 9, 11, 13, 15 or 17 appears in any combination of the three dice, except in the case of triple 3 or triple 5, and
(ii) lose if any other total appears, or if the totals 9 or 15 are determined as a result of the combination of the dice showing triple 3 or triple 5 respectively;
(l) "Even", being a wager which shall:
(i) win if any of the totals 4, 6, 8, 10, 12, 14 or 16 appears in any combination of the three dice, except in the case of triple 2 or triple 4, and
(ii) lose if any other total appears, or if the totals 6 or 12 are determined as a result of the combination of the dice showing triple 2 or triple 4 respectively."
6.4 Rule 4.10 of this division is amended by inserting the following at the end, after the wager payout odds for Individual Die Face Values:

7.1 Rule 4.2 of this division is amended by substituting the number "3" for the number "4".
Section 5 - Irregularities

8.1 Appendix 1 is deleted and the following diagram inserted as Appendix 1:

1. Commencement
This amendment shall come into force on 1 October 2001.
Division 1 - General Rules
Section 15 - Playing Cards, Card Shoes and Automatic Shufflers
2.1 This section is amended by inserting, after rule 15.4A, the following rule:
"15.5 Any card shoe or automatic shuffler may be used in conjunction with a device, approved by the Authority, designed to ensure that the cards are cut in accordance with these rules."

This amendment shall come into force on 1 October 2001.
